The Work You Will Do:
Contract Technician / District Five / District Traffic Operations / TSM&O
This position plays a crucial role in ensuring the management of contractual services contracts, Work Program projects, and other types of agreements (maintenance and operations) that support traffic operations. This position will contribute by assisting with contract management, invoicing, purchasing, and inventory collection.

Your Specific Responsibilities:
Updates and monitors various contract tracking spreadsheets. Collects and manipulates various engineering data related to maintenance contracts. Processes and distributes Contract Status Change Request Forms and Summary of Contractual Services Agreement Forms. Responsible for handling surety inquiries, monitoring insurance and bond expirations and appropriately distributing signed Notice of Beginning and/or Completion Forms, including activation of contract in Site Manager, and Final Field Performance Reports. Maintains contract files in a neat, orderly and organized fashion. Reviews expiration dates of contracts for timely renewals and encumbrances. Advises District Traffic Operations Engineering Manager of possible problems and assists Transportation Systems Management and Operations’ contract staff with necessary paperwork to ensure processing in a timely and accurate manner, including preparation of Contract Renewals, Supplemental Agreements, Time Extensions, etc. Conducts contract audits with Financial Services as necessary.
Performs detailed weekly Quality Assurance (QA) and Quality Control (QC) review for all active contract file documents to ensure accuracy and compliance with the annual Quality Assurance Review (QAR) which includes verification that the contractor provides Worker’s Compensation Insurance, Liability and Property Damage Liability Insurance in accordance with Section 7-13 of the Standard Specifications for Road and Bridge Construction and Section 4.3 and Section 5.6 of the District Contracts Procedure No. 375-000-001-t.
Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s eProcurement system MyFloridaMarketPlace (MFMP) and financial management service (FMS). Acts as a P-Card "Card Holder" for the unit and acts as "Requestor" on the State E-Procurement System Program and Financial Management Service (FMS). Inputs into systems on a daily basis or as necessary to achieve compliance with purchasing rules and procedures. Obtains competitive quotes/proposals as requested, either by telephone or in writing. Receives records and unpacks a variety of store items. Checks incoming materials for quantity and quality against purchase orders and/or invoices and places them in proper storage area.
Develops and manages contractual services contracts, Work Program projects, and other types of agreements (maintenance and operations) that support traffic operations. This includes project management responsibilities associated with procuring contracts; issuing task work orders; reviewing contract deliverables; reviewing and processing invoices; coordinating Department personnel and other agencies associated with work under the contract; preparing contract correspondence; maintaining project files; and actively participating in project meetings. Participates on contract-related Technical Review Committees (TRCs).
Prepares, reviews and processes purchase orders/direct orders. Responsible for the timely and accurate processing of vendor invoices and warrants for the payment of services rendered. Prepares and processes fiscal paperwork, i.e. Utility Invoice Transmittals, Contract Invoice Transmittals, Requisitions, Local Purchase Orders, travel forms, Individual Reimbursement Vouchers according to established procedures. Receives and submits invoices for payments meeting state determined purchasing guidelines.
Transcribes Contract Workshop minutes and distributes them via email to all contract personnel.
