POSITION DESCRIPTION: Supervise employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff. Provide direction and ensure that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Manage the Valuation Services program. Assist the Right of Way Manager in developing and implementing policies and procedures. Train and develop district staff on the best methods for developing a property cost estimate, design, and valuation thereby promoting a successful acquisition. Ensure conformance with applicable laws, rules, regulations, policies, and procedures, including the Uniform Standards of Professional Appraisal Practice and the Florida Supplemental Standards for real estate appraisals. Manage the functional areas of Real Estate Appraisal, Appraisal Review, and Cost Estimates/Design Support. Track and monitors business damage claims, counteroffers, and associated duties in compliance with Florida Statute. Coordinate with the appraisal and cost estimate staff on all project assignments in order to assist the District Right of Way Manager in meeting production goals. Assist Property Management in developing valuations necessary to support surplus property and property exchange decisions and transactions in compliance with the Right of Way Manual.
Participate in applicant selection and hiring process. Provide employee orientation and training and prepare employee performance evaluations. Recruit and select applicants. Assist in the development of work program planning and forecasting. Provide timely updates to cost estimates to other work units as needed. Serve as client representative, as delegated by the District Right of Way Manager, in negotiations and litigation, exercise good decision-making judgment and providing adequate justification for decisions. Represent Right of Way at public meetings/hearings, workshops, and other forums. Respond to public record requests and related inquiries.
Monitor, train and assist local governments. Provide specialized technical training and assistance to staff, consultants and local governments regarding the right of way program. Monitor all projects being handled by local governments that involve right of way activities. Develop, implement and ensure a Quality Control Program within Right of Way unit. Oversee Quality Assurance Review and provide a Report of Finds/Remediation, verify that quality control procedures has been followed. Ensure Core Process Mapping Reports are run and exception explanations are documented within established guidelines. Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.
Assist the Right of Way Trainee Program Coordinator as relates to the program appraisal segments. Assist Right of Way Trainees with their development and the support necessary for the successful completion of the Right of Way Trainee Program requirements.
Review and approve invoices. Ensure invoices have been approved within established deadlines. Vendor/warrant processing is required to perform these duties.
Develop and implement innovative ideas that maximize Right of Way’s successful achievement of its production goals, fulfillment of its work program requirements, and the growth and success of its team.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of federal rules, regulations and practices pertaining to eminent domain appraisal; appraisal and appraisal review policies and procedures in the right of way acquisition process; the eminent domain and right of way condemnation process as it relates to appraisal; real estate principles and practices; the principles and techniques of effective communication; agency computerized systems and the Right of Way Management System (RWMS). Skilled in contract procurement, negotiation and administration for contractual and professional services; the use of personal computers, including a working knowledge of word processing and spreadsheet software; planning, organizing and directing programs. Ability to understand and apply applicable rules, regulations, policies and procedures relating to the right-of-way appraisal process; interpret and apply federal, state and agency laws, rules, regulations and procedures; manage the appraisal and appraisal review functions; develop and implement formal and informal training programs for appraisal, appraisal review and office support staff; organize, prioritize and oversee multiple assignments concurrently using effective time management skills; utilize problem-solving techniques; develop, implement and monitor an appraisal and appraisal review quality control plan; communicate effectively; establish and maintain effective working relationships with others; supervise people.
OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures. On an as needed basis may be required during periods of emergency and/or disaster recovery upon request by appropriate authority, to work beyond established work schedule at night and/or state-wide, including weekends.
