The Work You Will Do:

District Construction Compliance Manager – District Five / District Construction Engineer

 

This position will supervise the Business Growth & Engagement (BGE) Compliance Office to ensure Department policies, procedures & guidelines associated with external Equal Employment Opportunity (EEO) Affirmative Action Program are followed, such as, EEO Discrimination & sexual harassment complaints. Oversees activities of the District’s Small Business Enterprise (SBE) Office to ensure Department policies, procedures & guidelines associated with BGE Affirmative Action Program & Construction On-The-Job Training (OJT) Programs are followed. Monitors Title VI Program & oversees Contractor Payroll Violations throughout the District.

Your Specific Responsibilities:

Supervises employees, spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.

 

Supervises the activities of the Business Growth and Engagement (BGE) Compliance Office to ensure that the Department’s policies, procedures and guidelines associated with external EEO Affirmative Action Program are followed, such as, EEO Discrimination and sexual harassment complaints. Oversees the activities of the Districts’ Small Business Enterprise (SBE) Office to ensure that the Department’s policies, procedures and guidelines associated with BGE Affirmative Action Program and Construction On-The-Job Training (OJT) Programs are followed. This will include ensuring the enforcement of all SBE Specifications contained in appropriate construction contracts.

 

Monitors the Title VI Program and related statutes in all functional areas of the District, including Planning, Environmental, Design, Right-of-Way, Construction, Maintenance, and Public Transportation. Coordinates Central Office and Federal Highway review of District Title VI program, provides Quarterly Title VI Reports, and attends a minimum of one public meeting/hearing per quarter to monitor compliance with Title VI and related statutes. Handles and if possible, resolves informal Title VI Complaints, and refers unresolved informal and all formal complaints to Statewide Title VI Coordinator. In addition, performs as Title VI Program Area Officer for District.

 

Oversees Contractor Payroll Violations throughout the District. Advise in the evaluating of SBE contractors as they relate to the sublet approval process. Oversee the audits of actual work to ensure  SBE participation as specified in the contract is actually performed by the small business contractor. Coordinates the investigation of construction equipment used by SBE to ensure ownership or lease contract by the using SBE. Reviews construction progress charts to determine whether the Prime Contractor is making reasonable progress in satisfying any SBE goal for the Contractor.

 

Monitors the activities of each Resident Engineer’s Compliance Officer. This would include consulting with and advising the Resident Engineer or his Compliance Officer to ensure the Compliance programs are carried out correctly. Also responsible for semi-annual in-depth review of all Resident Engineer Offices and accuracy of record management, etc. This may include directing Resident’s Staff to correct deficiencies found via Compliance Officers’ work or application of policy.

 

Coordinate, train and monitor the Department’s Construction Engineering Inspection (CEI) Consultants to ensure that the EEO, SBE, and OJT Programs are properly administered and adequately controlled by the Consultant. This will stimulate compliance action similar to internal Construction Residence.

 

Coordinate and prepare for periodic investigative reviews by the Central Office Business Growth and Engagement Office and assist with “internal audit investigations”.
