The Work You Will Do:
District Final Estimates Manager - District Five / District Construction Engineer
This position performs advanced engineering work and ensures final estimate policies and procedures are adhered to. Supervises employees final estimate activities including processing progress estimates for road and bridge projects, auditing and closing out final estimate packages, properly archiving and storing construction records, completing final payoff processes, and interpreting contract and specification language. Reviews the performance of Final Estimates Level II qualified personnel working within the district.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees' work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Serves as the Final Estimates Manager in the District Construction Office performing and supervising advanced engineering work and ensures final estimate policies and procedures are adhered to. Supervises employees final estimate activities including processing progress estimates for road and bridge projects, auditing and closing out final estimate packages, properly archiving and storing construction records, completing final payoff processes, and interpreting contract and specification language. Reviews the performance of Final Estimates Level II qualified personnel working within the district. Communicate regularly, motivate, train, coach and guide subordinate employees to improve the quality and quantity of work performed while conducting work activities. Plan and direct workloads, deadlines, work objectives and time utilization with subordinate staff. Evaluate employees on the performance of their duties.
Serves as liaison between the State Construction Office and District Construction personnel, including consultants, regarding standard final estimate procedures. Notifies appropriate district personnel on any information that affects final estimates activities.
Serves as the Project Construction (PrC) and Electronic Data Management System (EDMS) Application Coordinator. Assists the state coordinators with implementing upgrades and updates in District Five. Assists Office of Information Systems staff with troubleshooting construction software applications. Provides support and training to final estimates staff for construction software application (i.e. Project Construction (PrC), Electronic Data Management System (EDMS) and quantity programs) and supports the staff with proper methods for processing supplemental agreements and time extensions relating to Project Construction (PrC).
Assists with the resolution of payment issues that involve Work Program, the Central Office Comptroller, District Financial Services, District Utilities, District Materials, Central Office Local Fund Agreement Section, and District and Central Office Florida Highway Administration Coordinators.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Concepts, terminology, principles and analytical techniques of Final Estimates.
Ability to:
- Interpret and make engineering judgments in the application of Florida Department of Transportation standard specifications, basis of estimates and field standards for final estimates.
- Supervise people.
- Analyze and interpret engineering data.
- Plan, organize and coordinate work assignments.
- Communicate engineering information effectively.
- Establish and maintain effective working relationships with others.
- Use a personal computer and department-used software programs.
Licensure/Registration/Certification Requirements:
- Final Estimates Level II Certification must be obtained within 3 months of start date and maintained thereafter.
Other Job-Related Requirements:
- Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team.
