This position will direct, manage, and supervise overall Local Agency Program staff; District Local Program Administrator, Local Program Coordinators, Local Program Specialists and Project Managers.

Your Specific Responsibilities:
Directs, supervises and manages the Local Agency Programs (LAP). Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recall’s, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Oversee all required functions related to the coordination, execution and administration of contractual documentation between local government agencies and Florida Department of Transportation (FDOT) for projects, grants and special funding agreements, primarily in the form of Joint Participation Agreements (JPA), Local Funding Agreements and Local Agency Program (LAP) Agreements in accordance with the Florida Statutes, and/or federal requirements. Interact constructively and proactively with local government agencies and FDOT staff providing contractual guidance, consensus building support, legal coordination, and maintenance of interagency agreements. Coordinate with all parties including directors, project managers, attorneys, the Comptroller and local government agency staff to ensure the successful and complete performance of interagency agreements in accordance with the Department's production schedule. Coordinate with the Department's legal counsel and the State Local Program Administrator to ensure that products accurately represent legal obligations of all affected parties.
Oversees Local Programs Project Managers. Provides guidance and oversight to Department representatives administering projects in coordination with local agencies. Monitors and measures Local Programs project management activities ensuring compliance and adherence to LAP administration requirements. Administers Continuing Services Contract (LAP), Design support services.
Oversee the management and coordination of special funding programs including: Federal Highway Administration (FHWA) Emergency Relief Program, Transportation Alternatives, County Incentive Grant Program, Small County Outreach Program, Small County Road Assistance Program, Transportation Regional Incentive Program and other special state or federal programs as they are implemented in the work program. Work proactively towards proper project vetting by providing contractual programming expertise assistance to ensure that funding, phasing and effective programming strategies are developed and implemented to ensure that local agency projects are delivered successfully, minimizing funding roll forward and maximizing work program stability. Oversee the timely receipt and processing of local agency invoices. Oversee fiscal and contractual activities to ensure that obligations and deobligations are properly and timely completed. Facilitate local agency certification, payment of invoices, local programs funds management and project close-outs.
Evaluate current processes and pursue opportunities for improvement. Make timely and effective decisions to produce results. Work with management and leadership team to support organizational vision and to develop implementation strategies. Participate in local program policy reviews, statewide meetings and training opportunities; communicating information to District staff as required or as needed. Provide training to department and local agency staff to achieve project compliance with state and federal requirements.
Oversee District and local agency staff uploads of project documentation into Project Suite Enterprise Edition (PSEE), Grant Application Program (GAP), Florida Accounting Tracking System (FACTS) and other databases as required. Oversee local agency staff access to GAP including new user activation and password resets. Manage, review, and track all project information entered into GAP by local agency staff.
Complete local agency certification/re-certification for LAP. Coordinate with local agencies to ensure that proper documentation is received for LAP certification, re-certification and final approval of the administrative checklists. Conduct performance evaluations for each project and review performance findings with local agency staff. Provide and facilitate required training for certified local agencies to maintain certification status.
Coordinate and participate in all audits of projects to provide requested information and answer questions regarding the oversight and management of the projects. Respond to audit findings and implement strategies to correct project deficiencies in coordination with the Statewide Local Program Administrator, and the FHWA District Transportation Engineer, and other parties as appropriate. Develop and coordinate implementation of product monitoring techniques, project control systems and quality assurance/quality control processes for the unit.
Assists the District Title VI coordinator in monitoring and reporting the Department’s compliance with Title VI and related statutes.
