This position will lead and direct in the planning, scheduling, and administration of the Districts Surveying and Mapping Office.

Your Specific Responsibilities:
Leads and directs in the planning, scheduling, and administration of the Districts Surveying and Mapping Office. The duties include the management of all staff, contracts, and consultants supporting Surveying and Mapping needs by the District or the Department. Directs the collection of survey data by both inhouse and consultant sources. Directs the preparation of right of way related maps by in-house and consultant personnel. Directs surveying & mapping records management storage and retrieval which includes all mapping products, field books and control data. Responsible for the procurement of title searches. Conveys land title documents for the acquisition of Right of Way and the disposal of surplus property. Reviews and establishes schedules for surveying and mapping activities, monitors all schedules and recommends corrective action if needed. Monitors and reviews the work of consultants by providing direction, oversight, and quality control in support of Surveying and Mapping. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees work. Ensures staff is receiving required training and pursues training for Department and program missions, and for staff professional and personal development. Communicates with Central Office the ideas and needs for current and future professional and technical training.
Assures work is performed in compliance with Florida Statutes, Florida Administrative Code, and all applicable Department policies and procedures. Manages a Quality Assurance/Quality Control program ensuring compliance with Department manuals, handbooks, bulletins, guidelines, directives, and other program wide best practices are met or exceeded.
Supports the District Design Engineer in the overall management of the District Design Office. Performs appropriate consultant acquisition duties (scoping, selections, negotiations) to ensure successful delivery of Work Program commitments. Coordinates all equipment, vehicles, tools, and budget in support of the activities of the Office.
Participate as an expert witness for the Department as required. Participate with staff, peers, and the Central Office in the development of policies and procedures that support the Departments Surveying and Mapping programs mission and vision.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Principles, practices, laws, and regulations governing the surveying and mapping profession.
- Department procedures, guidelines, and standards for the Offices of Surveying & Mapping, Design, and Right of Way.
- Department Tier Level Business Plans.
- Negotiating project scopes and staff hour estimates.
Skills in:
- Solving engineering problems.
- Utilizing structural design/analysis software, MathCAD and Microsoft Programs (Excel, Word, etcetera).
- Reading and interpreting structures and roadway construction plans.
- Preparing project scopes of services and staff hour estimates.
- Establish and maintain effective working relationships with others.
- Coach, mentor and motivate employees.
Ability to:
- Manage a department business unit and supervise personnel comprised of managers, supervisors, professionals, technical, and administrative staff.
- Adapt to other section needs.
- Communicate effectively verbally and in writing.
- Plan, organize, coordinate and manage multiple projects.
- Solve complex management, project, and technical problems.
- Monitor and assess the performance of subordinates and consultants.
- Read and interpret legal descriptions, maps, plats, and plans.
- Operate a personal computer using Outlook, Microsoft Office (Word, Excel, PowerPoint and etcetera)
- Effectively coordinate and communicate with others, verbally and in writing.
- Establish and maintain effective working relationships with others.
Licensure/Registration/Certification Requirements:
- Registration as a Professional Surveyor & Mapper in accordance with Florida Statute 472.
Other Job-Related Requirements:
- Due to the nature of the position, incumbent must respond to emergencies.
