The Work You Will Do:
Environmental Supervisor - District Five / Intermodal Systems Development / Environmental Management
This position will advance the agency’s transportation mission by leading Environmental Management staff to deliver Project Development and Environment (PD&E) work program commitments in compliance with federal and state regulations, including 23 CFR Parts 771 and 772, Chapter 335.17, Florida Statutes, and the Endangered Species Act. It oversees preparation and quality control of environmental documents and impact analyses; manages consultant acquisition, scope development, and quality assurance; coordinates across disciplines to maintain production and letting schedules; and ensures adherence to the Department’s PD&E Manual and ETDM procedures. Through technical expertise, fiscal oversight, interagency coordination, and proactive stakeholder engagement, the role mitigates risk, safeguards environmental resources, and supports timely, cost-effective delivery of transportation projects.

Your Specific Responsibilities:
Directs and manages Environmental Management staff to successfully achieve work program commitments. Supervises employees by communicating regularly, motivating, training, evaluating, planning, and directing employees' work. Motivates and evaluates employees on the performance of their duties. Develops procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling, and disciplinary actions and prepares employee performance evaluations. Performs supervisory and management roles related to highly technical work in Project Development and Environment (PD&E) production, including Roadway and Traffic plan review, environmental concurrence, impact statements, assessments, reevaluations, categorical exclusions, project management, value engineering, quality control, plans review, and scope development. Supervises the assigned Environmental Management staff in the preparation of project environmental documents These documents summarize the impact analysis to air, noise, water quality, wetlands, endangered species, flood plains, cultural resources, prime and unique farmlands, hazardous materials, wildlife, vegetation, and habitat. Is engaged in the preparation and review of environmental management contract plans, contract documentation and computations to ensure that these documents are produced in compliance with current criteria, safety standards, economic feasibility, and sound engineering judgement. Supervises personnel involved in quality control, value engineering, consultant acquisition, and scope development.
Oversees the process for performing traffic noise impact and abatement analysis as provided by 23 Code of Federal Regulations (CFR), Part 772 and Chapter 335.17, Florida statutes. Oversees the processes and procedures for interagency coordination under Section 7 of the Endangered Species Act of 1973 as amended. Oversees the processes and procedures for preparing environmental reevaluations as specified in 23 CFR Part 771.129(c) according to FDOT Project Development and Environment (PD&E) Manual Part 1, Chapter 13. Reviews, comments on, and monitors compliance of consultant environmental documents, ensuring that all environmental requirements are properly addressed and organized per the Departments PD&E Manual and in accordance with Efficient Transportation Decision Making (ETDM) procedures. Oversee assignments, reviews progress, and assesses performance related to environmental issues or resources in support of program managers or other functional managers.
Attends public meetings, presentations and hearings as needed and performs presentations as required. Assists in field reviews and field evaluation, data collection, and customer service request documentation.
Develops and monitors production schedules to ensure timely completion of documents and establishes and tracks quality control measures within the section in support of Planning's business plan activities. Updates production manpower and project schedules in keeping with overall work program goals for all projects within section. Coordinates and assists in various phases of work between disciplines (Right of Way, Testing Lab, Traffic Operations, Design, Drainage, etcetera) to maintain scheduled production and letting dates. Monitors projects costs and perform updates to assure conformance with the Department's work program. Obtains necessary project information from other departments, agencies, individuals, etc., to minimize project delays. Schedules meetings, facilitates consensus building and ensures success by careful proactive communication with all affected.
Provides technical engineering knowledge, support, and direction to project development project managers and design engineers and technicians. Evaluates design changes proposed by contractors. Provides technical expertise and support to Design, Construction, Maintenance, Local Agency Program (LAP) reviews, Eminent Domain and other units to meet Department needs and goals. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Assists in the development of scope of services and staff hours negotiations. Manages consultant services for Quality Assurance.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Concepts, terminologies, design principles and analytical techniques of highway design.
- Computer aided drafting and design (CADD) tools and automated office products.
- Project engineering, scheduling, planning, supervision, and assigning and prioritizing work assignments.
- Management, supervisory, and leadership principles and practices.
- Interpretation of roadway design standards, specifications and criteria established or adopted by Florida Department of Transportation.
