The Work You Will Do:
Inspector III, District Five, DeLand Maintenance
This position will manage the units’ contracting program, supervise employees, serve as the Project Manager on district and local contracts, review construction plans and attend meetings. While serving as the liaison, the position meets with engineers, supervisors, local government officials and others regarding all maintenance matters.

Your Specific Responsibilities:
Supervises employees spending majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work.
Manages the unit's contracting program. Performs the work to develop the contract specifications, including special provisions, cost estimates, justifications, and work quantities. Researches, analyzes and develops new and innovative approaches to contracting the maintenance needs of the unit.
Serves as the Project Manager on district and local contracts. Ensures contract administration duties within the unit, including conducting all pre-bid conferences, active participation in pre-work conferences and routine follow-up with contract managers. Coordinates the resolution of any disputes, misunderstandings of contract conditions, claims against the Department and negotiations necessary to provide resolution.
Supervises subordinates and assists in design, layout and construction of special projects, periodic maintenance, roadway and facility maintenance. Recommends solutions to the special projects. Serves as a project manager for National Pollution Discharge Elimination Systems (NPDES) and Fixed Capital Outlay (FCO) projects for the Maintenance Office. Acts as the Maintenance Unit's point of contact regarding issues to the NPDES and FCO projects.
Manages the unit's local agreements with the Department of Corrections and with government agencies desiring to contract with the Department under the Local Agreement Program.
Reviews construction plans, attends construction project meetings and performs field reviews. Reviews and inspects construction projects to ensure that they meet Department standards.
Serves as a liaison and meets with engineers, supervisors, local government officials, other state agencies and private citizens regarding all maintenance matters. Ensures complaints either written or oral are handled tactfully and efficiently.
Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Ensures all required paperwork, i.e., work schedules, timesheets, performance evaluations, training plans, daily crew reports, work orders, etc. are accurate, complete and timely.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of current maintenance operations, activities, rules and policies; engineering design, construction and maintenance concepts; department rules, policies, and procedures, including those in the personnel area; standard indexes; proper safety practices.
Skills in:
- Skilled in administering and managing multiple projects; inspecting worksites for compliance of the department roadway standards; determining work priorities and sequences.
Ability to:
- Ability to read, interpret and analyze engineering and technical data and plans/specification packages; lead, manage, supervise and work with diverse groups of people; deal with internal and external customers in a courteous manner; communicate effectively both orally and in writing; monitor maintenance/construction projects to ensure compliance with standards specifications, rules and regulations.
Other Job-Related Requirements:
Due to the nature of this position, the incumbent must respond to emergencies when necessary. The incumbent of this position is required to work with or around Department of Corrections inmates. Must obtain certification in Maintenance of Traffic - Advanced Level within one year and maintain it. Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller’s rules, and the Department of Transportation’s invoice processing and warrant distribution procedures.
