POSITION DESCRIPTION: Performs highly advanced technical work related to roadway engineering management, including independent analysis, development, evaluation and maintenance of processes and tools to manage project controls for projects in the Five-Year Work Program. Responsible for the planning, resource allocation, implementation scheduling, development and quality assurance of management tools, requirements verification, training and operational coordination of data and processes required for all consultant project management activities.

 

Proactively seeks input from project managers and supporting offices to accurately document meaningful business workflows and user needs. Effectively communicate and coordinate with stakeholders and technical staff while ensuring the preservation and integrity of the engineering process. Evaluate and bring any proposed changes causing conflicts with existing engineering processes, production commitments or financial commitments to the attention of the District Consultant Project Management Engineer. Coordinate with other offices to attain consistent practices and proper flow of data across disciplines. Create and maintain a database of business practices in Consultant Project Management. Coordinate the design and implementation of reports to monitor and control progress, quality and performance of project controls. 

 

Conducts the set-up and operational maintenance of Enterprise Systems in Consultant Project Management and act as the subject matter expert. This includes the development, deployment, operations and maintenance of web pages and applications for Project Suite Enterprise Edition (PSEE), Central Florida Roads, and Consultant Project Management’s Project database. Serve as liaison to Central Office personnel to ensure compatibility and integrity of functionality, business practices and data availability of Enterprise systems. 

 

Identifies, develops, deploys and monitors custom databases, SharePoint sites and web sites within the Design Office.  Configure web applications and site collections. Create front-end portals, user profile services and reporting tools. Follow provisioning policies to grant access identification for the Districts' managed resources. 

 

Assists in the development of public engagement strategies and tools for the Consultant Project Management office. This includes drafting, reviewing, and editing materials released to the public, government partners, and internal customers such as project information handouts and presentation materials for the project managers. Coordinates and schedules dry runs for public meetings, strategy meetings, and provides support for virtual public meetings.  Assists in document review, researching, and responses to public-facing items and high-profile projects. Acts as a liaison to the Communications and Public Information office. Coordinates with project managers in reviewing and preparing comment responses to ensure a consistent message is delivered.

 

Serves as the Consultant Project Management’s Project Suite Enterprise Edition (PSEE) champion and as liaison to the District’s PSEE champion in all matters related to PSEE. Provide assistance to users when problems and/or concerns with the PSEE application arise and provide feedback to the development teams regarding these issues. Coordinate, develop and present PSEE training material to PSEE users in Consultant Project Management on current and new procedures and tools as needed.

 

Conducts training, performs data retrieval, management and support services for informational, reporting and programming management systems including Financial Management (FM) reports, Priority Projects Programming Process (4P), Roll Forward, Certified Forward, and other program management tools as identified.

 

Creates and maintains reports from databases for the Design Office, on a monthly basis or as needed. Performs quality assurance reviews of reports and modify the reports as needed. Prepares as needed reports to determine Design’s progress in accomplishing commitments and performance measuring targets.

 

Serves as backup for Consultant Project Management’s Automated Access Request Form (AARF) coordinator and Design’s Electronic Review Comments (ERC) coordinator.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the concepts, terminology, principles and analytical techniques of the engineering specialty area of scheduling and project management; structuring and classifying information.  Skilled in Microsoft Office products, Microsoft structure querying language, SharePoint, Access, and Exchange; using engineering software, identifying the nature of problems; developing presentation and training materials; presentation techniques and public speaking; the organization and coordination of work assignments.  Ability to evaluate engineering processes and to solve problems relating to scheduling of engineering processes; communicate engineering information effectively; verbally and in writing; establish and maintain effective working relationships with others; develop, implement and maintain web applications, websites, web pages and databases; perform trend analysis of processes and/or systems; conduct research and independently utilize problem solving techniques.

MINIMUM QUALIFICATIONS: High school diploma or its equivalent and four years of continuous employment experience; or three years of higher education with a cumulative of 72 semester hours or 108 quarter hours.
