Position Overview and Responsibilities:
The Environmental Administrator, 37010514, is in the Division of Environmental Assessment and Restoration’s Water Quality Monitoring Program (WQMP). The position is responsible for administering and managing all aspects of monitoring activities for the WQMP regional offices located in Jacksonville, Tallahassee, and Pensacola, ensuring that all aspects of the Status and Trend Monitoring Networks, Strategic Monitoring, Total Daily Maximum Load, Basin Management Action Plans, and any other assigned monitoring plans are implemented, and data quality objectives are met in the most efficient and timely manner. The role of this position is important to the agency’s work in that it ensures quality data is collected for the determination of the health and restoration of Florida’s waters. This position directly supervises 18 professional staff members.
This is a highly professional position within the Division of Environmental Assessment and Restoration (DEAR) that is responsible for managing, monitoring, and assessment activities conducted by staff in multiple locations performing similar tasks. Duties for this position include management responsibilities, field work, office work, and data analysis/management.
Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Develops and mentors staff to foster leaders. Conduct performance evaluations and prepare performance plans as directed by the Division. Identifies poor performers and initiates improvement plans. Identifies top performers and provides opportunities for increased visibility and training. Responsible for time and attendance of subordinates.
Administer and manage all aspects of monitoring activities for the Water Quality Monitoring Program (WQMP) in the assigned regional offices. Ensures that all aspects of the Water Quality Monitoring Program’s Status and Trend Networks, Strategic Monitoring, TMDL, BMAP, and any other assigned monitoring plans are implemented, and data quality objectives are met in the most efficient and timely manner. Ensures that that monitoring plans are implemented in coordination with project liaisons/coordinators located in Tallahassee.
Responsible for the completion of all monitoring projects within the assigned project deadlines. Responsible for all field staff in all aspects of their work including sample collection, handling and processing; data management, review, entry into FDEP databases and interpretation; report writing, quality assurance and any response operation activities (i.e., fish kills, complaint investigations, etc.) in coordination with regional sampling teams. Ensures general administrative functions are accomplished (for example, proper handling of correspondence, adequate office equipment and supplies, and wise and efficient use of Department resources) and responsibly manages a budget.
Oversee and participates in all aspects of the Program’s monitoring activities in the assigned regional offices. Water quality sampling is conducted on both surface and groundwater. Biological assessments may include taxonomic analysis of freshwater, estuarine and marine flora and fauna. Participation in FDEP training and some certifications are required to conduct water quality data collection and specialized floral and faunal biological assessments, including the Stream Condition Index, BioRecon, Rapid Periphyton Survey, Lake Vegetation Index, Linear Vegetation Survey, and Stream and Lake Habitat Assessments.
Coordinates technical assistance provided by assigned WQMP regional offices to the local DEP District with sampling and other monitoring or bioassessment needs. Responds in a timely manner to inquiries from the public, the media and elected officials, according to established agency guidelines and procedures. Provides action item reply within required timeframes. Attends program training as necessary. Assists in the training of new personnel.
Keeps the Program Administrator informed of section activities and concerns, responds to the Program Administrator in a timely manner and performs other duties, including representing in their absence.
May volunteer to snorkel. Boater safety training is required.
Performs other duties as required.
Required Knowledge, Skills, and Abilities:
1. Knowledge of Department water quality standards and criteria.
2. Knowledge of chemical and biological field collection methods.
3. Skilled in managing conflict and in negotiating mutually acceptable outcomes.
4. Skilled in leadership and management of employees, both onsite and remotely.
5. Skilled in the utilization and maintenance of water quality field instruments necessary for water and biological data collection.
6. Skilled with the interpretation of water quality data.
7. Skilled with interacting with the public in a courteous and respectful manner.
8. Skilled in use of ESRI GIS software, MS Office software; Word, Access, Excel, PowerPoint, and DEP proprietary software; SBIO, LIMS and the Report Tracker.
9. Skilled in aquatic floral and/or faunal biological assessments.
10. Ability to accomplish (and lead others to accomplish) worthwhile, measurable results.
11. Ability to communicate effectively both verbally and in writing.
12. Ability to be a team player and builder, working well independently and in groups.
13. Ability to be comfortable speaking in public, as needed.
14. Ability to determine work priorities and ensure proper completion of work assignments, including tracking of assignments.
15. Ability to be adaptable, flexible, resourceful and to maintain a positive outlook.
16. Ability to establish and maintain effective working relationships.
17. Ability to operate boats.
Minimum Qualifications:
At least ten years of verifiable related experience in engineering, engineering sciences, chemistry, environmental sciences, natural sciences, biological sciences, physical sciences, environmental policy, or public health, with at least 2 years of the total ten being experience as a supervisor, coordinator, project manager, program manager, team leader, team trainer, or have completed relevant managerial/leadership training. Post-secondary degrees from an accredited college or university with a major in engineering, engineering sciences, chemistry, environmental science, natural sciences, biological sciences, physical sciences, environmental policy, or public health may be used as an alternative for eight of the required ten years of experience on a year-for-year basis.
Other requirements:
Valid Driver License.
Regular overnight travel and frequent day travel.
Must be approved and follow the Operation of DEP owned watercraft. When volunteering to snorkel, must meet the snorkeling requirements in the DEP Underwater Operations Manual.
This position requires medical monitoring.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Applicable Job-Specific License or Certifications:
Completion of the boater safety training is required within 9 months of hire, additional time needed for completion will be at the discretion of the deputy director.
