Your Specific Responsibilities:

This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

The incumbent an employee of the Florida Department of Health in Clay County works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts. Provides ongoing monitoring of all distributed computer systems applications software in order to assess and recommend, as necessary, specific needs or changes within the CHD. Perform installations and upgrades to all Department approved software and operating systems. Ensures all devices are up to date with firmware and software patches as necessary or directed by Central Office IT. Resolves or coordinates resolution with any necessary source for any specific software problems as experienced by any user of the system within the CHD through software vendor, the State Department of Health IT support staff or appropriate agency.

Responsible for issuing and maintaining inventory for mobile communications devices in accordance with the Department’s Mobile Communications Policy.  Assists supervisors with device purchases and ensures devices are compatible with the Department’s mobile device management solution. Ensures mobile device forms are completed and submitted to central office for electronic billing purposes. 

Interact with end users in order to define user needs and to assess and provide appropriate training for users of the Health Management System, operating system and productivity software. To further provide training to any user requiring instruction on use of computer systems, printers, or peripheral equipment required.

Serves as a backup web manager. Responsible for the conceptualization, content development, approval, publishing aspects, and management of Clay County Health Department Internet and Intranet web sites. Web manager will encourage program areas to prepare information and data for posting to the appropriate web site to meet the needs of the Division, the Department, or the public; review submissions for appropriateness and accuracy in coordination with program managers; publish web content in accordance with the Department of Health web site design standards and formats; continually review posted pages and remove or update them as needed; participate regularly in Web Manager meetings. Provide technical advice and assistance and provide ongoing identification and resolution of web site contents. 

Supervises the work of a Distributed Computer Systems Specialist whose primary duties includes support of the HMS System, training employees on the software, desktop support, responding to helpdesk tickets, and initiating new functions within the program as well as routine training for employees on various standard software utilized by the CHD.

Supervises the Vital Statistics operation for the CHD ensuring all policies, rules and regulations are adhered to.

Supervises scheduling and medical records management staff. Provides oversight of outgoing medical records requests, maintaining medical records storage and destruction in compliance with all applicable rules and policies as well as legal consult and approval.  

Responsible for the maintenance and functionality of the Local Area Network (LAN) and disaster recovery process. Ensure accurate billing of services received in relation to data communication and telephony.  

Perform travel to satellite office, meetings, workshops, and conferences as required to maintain current with equipment, software, and personnel rules and regulations.

Serves as liaison with county inventory control specialist relating to any tagged county property. Ensures local inventory is completed at least annually or when health officer position vacates.

Manages the Health Management System (HMS) including but not limited to user access, profile security, clinic schedule setup, laboratory test maintenance, fee schedules, and reporting features. Manages access to Florida Shots for local staff.

Provision users, extensions, features and mailboxes for the Voice over IP telephone system. Serve as liaison with vendors for specialized telephone services or hardware/software updates, coordinate repairs, identify and resolve communications discrepancies.

Serves as IT Disaster Recovery Coordinator for DOH-Clay. Ensures the disaster recovery plan is up to date.

Performs all the other duties as required.

Required Knowledge, Skills, and Abilities:

  • Local Area Network (LAN) and Wide Area Network (WAN) basic skills.
  • Ability to use critical thinking to solve complex problems.
  • lT Disaster Recovery experience.
  • lnformation Security knowledge - physical and network security.
  • Knowledge of installation, configuration, and troubleshooting Windows operating systems.
  • Experience with troubleshooting technology hardware including desktops, laptops, printers, peripherals, and servers.
  • Experience with HMS or other electronic medical records system, content management system (CMS) web experience.
  • Ability to update and publish new and existing SharePoint pages and sites.
  • Experience with integrated data systems, voice over Internet protocol concepts, and enterprise imaging (lnTune).
  • Experience working with basic helpdesk software and process flows.
  • Possess a valid state issued driver's license.
  • Ability to listen and troubleshoot end-user computer issues.
  • Experience with Power Shell coding and concepts.
  • Skilled in highly responsible data processing technical position, requiring independent initiative and judgment, involved in all automated systems within the County Health Department.
  • This position will also function as primary liaison with both county and state information technology staff.

Qualifications:

Minimum –

  • Must have two or more years of experience troubleshooting Windows 10/11 desktops.
  • Must have one or more years of experience with imaging computers.
  • Must have one or more years of work experience with network connectivity issues.
  • Must have work experience with helpdesk flows, ticket escalation, and documentation of ticket resolution.
  • Must have worked independently on any IT projects.
  • Must be proficient enough in Office 365 products (Outlook, Word, Excel, PowerPoint) to teach basics to staff and supervisors.

Preferred –

  • Bachelor’s degree.
  • Currently Florida Department of Health employee.
  • Experience with the MyFlorida Market Place (MFMP) within FDOH.
  • Experience with the Statewide Travel Management System (STMS) within FDOH.
  • Experience with the Health Management System (HMS) within FDOH.
  • Experience with the Financial Information Reporting System (FIRS) within FDOH.
  • Experience with accounts receivable and accounts payable.
  • Budget processing experience.
