Your Specific Responsibilities:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Responsible for the supervision of staff Including appraisals, planning, and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Supervises direct reports including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.

This position directs and manages a comprehensive County Public Health Unit's Environmental Program in Clay County. The Environmental Health Division of the County Health Department under the direction of the Environmental Health Manager functions independently with the full knowledge and support of the Public Health Officer/Administrator. The incumbent in this position formulates policies and procedures that nave significant impact in personnel staffing, preparation, and administration of the division’s budget. The incumbent reports directly to the Assistant County Health Department Director and is responsible for related duties such as strategic planning, budget recommendations, quality assurance, disaster planning, response, and recovery activities.
Plan, organize and manage the County Environmental Health programs. This position directs and evaluates the work of the staff. The incumbent is accountable for revenue collections through State and County Environmental fees and is responsible for preparation and justification of the annual Environmental Health Budget including providing revisions/updates at least quarterly to the Business Manager. This position is responsible and accountable the performance of the environmental health, whether supervised directly or indirectly. This Position will assure all Inspection records and supporting documents generated by Environmental health staff are complete and meet minimum standards and deadlines. All field activities require travel via County or personal vehicle.
Direct the development, preparation, and negotiations of the department contracts with Local and other State agencies. The incumbent must manage and oversee the execution of the Water Well Delegation Agreement with the St. Johns River Water Management District under the auspices of the Clay County Board of County Commissioners.
Formulate new and review existing policies to effectively operate the Environmental Health program within State and Federal
guidelines. Exercise independent judgment in formulating policies and procedures concerning Environmental Health Personnel and in managing the Environmental Health Program providing technical, scientific, and professional guidance.
Coordinate and direct a quality improvement plan for all County Environmental Health programs in alignment with the Clay County Health Department Strategic Plan that provides an environment conducive to an optimum level of community hygiene. Assume a leadership role in agency's strategic planning and strategic plan implementation. Promotes and facilitates the incorporation of core values and strategic Initiatives.
Confer with consulting engineers, physicians, governmental officials, Industry representatives, and citizens regarding compliance with department rules and regulations. Counsels staff, BOCC County Engineer and licensees regarding appropriate interpretation of public health laws.
Represent the Department at public meetings and Board of County Commission meetings and operational workshops. Participates in all phases of emergency preparedness, including planning, response, and recovery. Respond to emergencies as directed. Participate in continuing Environmental Health education programs including speaking to civic and social organizations interested in public health. Serve on various governmental boards to provide input and direction on issues involving environmental concerns.
Conduct Routine and Re-Inspections, as needed, in all Program Areas. Serve as back-up to Clerical position in times of their absence. Conduct County Development Review Committee (DRC) plan reviews utilizing County database and software.
Performs all the other duties as required.
Required Knowledge, Skills, and Abilities:
- General working knowledge of all equipment used In Environmental Health Section.
- Ability to motivate, develop, and direct staff.
- Ability to weigh the relative cost and benefit of potential actions.
- Knowledge of principles and processes in organizational planning, coordination, and execution such as strategic planning, resource allocation and leadership techniques.
- Skill in communicating effectively, both orally and in writing. Competent computer skills and use of Microsoft Office programs. Knowledge of the terminology, principles, and analytical techniques of the natural sciences.
- Ability to review environmental projects and determine potential concerns and/or conflicts with established environmental policy.
- Ability to communicate effectively concerning environmental projects and/or issues.
- Skilled in Microsoft Window, MS Word, Excel, and similar software.
- Ability to work non-traditional hours during emergency events and assume disaster related duties as necessary.
Qualifications:
Minimum –
- Must have a valid driver’s license.
- Must have a bachelor’s degree from an accredited college or University.
- Must have DOH environmental health experience.
- Must have experience include supervising or leading others to accomplish team goals.
- Must have experience include duties and accomplishments in planning, coordinating, or managing program or project.
- Must have worked with large database system to validate date, create reports, and use data to prioritize and drive program activities.
- This position requires a working supervisor, who has good leadership and management skills, are willing to supervise employees in stressful, high-pressured situation, involving multitasks and frequent deadlines.
