The incumbent, an employee of the Florida Department of Health in Clay County works to protect, promote and improve the health of all people in Florida through integrated state, county, and community efforts.  The incumbent is expected to promote innovation by searching for creative solutions and managing resources wisely.  They are expected to collaborate through teamwork to achieve common goals and solve problems.  The incumbent is expected to be accountable and perform with integrity and respect.  They are expected to responsive by serving our customers and engaging our partners.  Finally, the incumbent is expected to perform with excellence by promoting quality outcomes through learning and continuous performance.  This a specialized professional position performing work within a participative management structure for a general Environmental Health Program.  Filed work of highly technical nature is performed and accomplished independently with direct supervision by the immediate supervisor.

While this not a supervisory position, the incumbent acts as the Biomedical Waste and Body Art Coordinator and provides technical assistance and guidance to EH staff in a peer review fashion. Duties are as follow:

Coordinator of Biomedical Waste Program – ensures that all facilities are inspected as required by status (annual or triennial).  Reviews application for completeness prior to approving issuance of permits.  Provides training to facility staff when requested.  All Program activities will be conducted as specified in EHD Manual 150-4.  All field activities require travel via County or personal vehicle.

Conducts routine inspections of DOH regulated facilities in various program areas such as Food Service Establishments, Biomedical Waste Generators, Group Care, Limited Use Water, Swimming Pools, Migrant Labor Camps, Tattoo Establishments, Tanning, and Mobile Home Parks/RV Parks/Recreational Parks.  Advises owners and/operator on corrective procedures for violations that jeopardize the health/safety of clients, residents, or tenants.  Recommends approval or denial of annual State Operating Permit based on mandated inspection results.  All Program activities will be conducted as specified in EHD Manual 150-4.  All field activities require travel via County or personal vehicle.

Coordinator of Body Art Programs – conducts routine and complaint inspections as required by rule.  Ensures that all facilities are inspected.  Reviews applications prior to approving issuance of permits.  Provides training to facility staff when requested.  All program activities will be conducted as specified in EHD Manual 150-4.  All field activities require travel via County or personal vehicle.

Conducts routine inspections of assigned swimming pools.  Ensures that all regulated public pools are inspected as required.  Reviews plans with Building Department personnel as warranted.  Conducts both routine and opening inspections for all assigned pools.  Recommends approval or denial of annual State Operating Permits based on mandated criteria.  Initiates enforcement action appropriate (NOV).  All Program activities will be conducted as specified in EHD Manual 150-4.  All field activities require travel via County or personal vehicle.

Reviews applications for individual OSTDS to determine soil characteristics and water table elevations. Determines topographical conditions by establishing benchmarks using calibrated instrumentation. interprets technically complex soil morphology, establishes wet season water table elevations, and makes final decision on the possibility of using an individual OSTDS. Reviews wetland survey and issues specific recommendations for the proper location, construction, and maintenance of individual sewage disposal systems. Meets with the property owners, engineer, contractors, and developers to recommend design changes and to discuss possible protection of environmentally sensitive areas. Reviews and approves the design OSTDS for residential and commercial facilities based on gallons per day of sewage flow. Performs construction and final inspections of OSTDS to determine level of compliance with permit conditions. Reviews applications and project plans submitted by developers, engineers, and governmental entities as they relate to sewage disposal systems. Initiates necessary enforcement action, prepares variances, and works with the Environmental Manager on projects as directed. All field activities require travel via County or personal vehicle

Investigates citizen complaint on water, sewage, food, or other environmental issues affecting community health/safety.  Prepares preliminary enforcement actions for non-compliance by issuance of notice of violation (NOV).  All Program activities will be conducted as specified in EHD Manual 150-4.  All field activities require travel via County or personal vehicle.

Other duties as required.

Required Knowledge, Skills, and Abilities:

  • Knowledge in use of multiple computer programs.
  • Ability to review site plans for accuracy and completeness, use of lasers and surveying tools, and use of chemical testing materials for swimming pools.

Qualifications:

Minimum –

  • A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences or engineering and two years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences; or engineering; or
  • A master's degree from an accredited or university in one of the physical or natural sciences or engineering and one year of professional experience as described above.
  • This position may require certification as outlined in Florida Statutes 381.0101 for either (1) Food Protection, or (2) Onsite Sewage Treatment and Disposal Systems (OSTDS), or (3) both Food Protection and OSTDS programs. 
  • To qualify for certification, the incumbent must possess a minimum of a bachelor’s degree and must have successfully completed a minimum of 30-semester or 40 quarter hours in environmental health, environmental science, a physical or a biological science, or public health.
  • Valid Florida Driver’s License.

Preferred –

  • Experience with Body Piercing inspections.
  • Current certification in OSTDS and Food Hygiene.
  • Pool Inspection experience.
  • Group Care Program experience.
  • Migrant Labor Camp Program experience.
