DESCRIPTION:  

Adult Protective Services Supervisory roles are not a typical 8-to-5 office job. Supervisors may have to work in the community and travel to facilities and homes throughout the service area. We are looking for individuals who possess strong leadership skills. Candidates who are detail-oriented, possess good decision-making skills, and thrive in a challenging, high-pressure, fast pace environment.  

  

This position has been designated as an essential position.  Incumbents are expected to work during emergency situations or natural disasters and may be required to work before, during and beyond normal work hours/days.  

  

MINIMUM QUALIFICATIONS:  

 

  • A bachelor's degree from an accredited college or university and two years of professional experience in one or more of the following areas: Florida Abuse Hotline, developmental services, law enforcement investigations, licensed health care, aging and adult services, licensed child day care, mental health. 
  • Master’s degree from an accredited college or university 
  • Valid driver’s license 

 

 

PREFERRED QUALIFICATIONS:   

 

  • Previous Adult Protective Services experience 
  • Flexibility to commute to alternative office locations as needed  
  • Ability to speak/read/write Spanish/Creole/French or utilize American Sign Language may be considered in the selection process as determined by Agency need at time of interview.   

 

KNOWLEDGE, SKILLS AND ABILITIES:  

Adult Protective Services Policy  

Knowledge and application of Children and Families Operating Procedures (CFOP) and Ch. 415, F.S. Understand the theories and practice of adult protection, counseling, social work, investigations and assessments. Professional ethics relating to adult protection and counseling. Physical and behavioral indicators of abuse, neglect, self-neglect and financial exploitation.  

  

Communication and Interpersonal Skills 

Demonstrate knowledge of group dynamics and effective management skills. Actively listen to others and use critical thinking skills. Conduct thorough case staffings and other meetings. Be aware of others' reactions and understand why they react the way they do. Conflict resolution.

Data Analysis

DUTIES AND RESPONSIBILITIES:   

*This position could possibly manage a combined unit of Adult Protective Investigators and Human Services Counselor III. Please consult the advertisement and/or hiring manager for the unit for which you have applied. * 

This is advanced professional work supervising and directing employees. The primary duty of the incumbent in this position is to spend the majority of their time communicating with, motivating, trainings, and evaluating employees, planning and directing their work; and having the authority to effectively recommend actions such as: hire, transfer, suspend, layoff, promote, discharge, assign, and reward or discipline direct reports. Evaluates employees against established standards and take appropriate actions when necessary (i.e. recognition, reward, corrective action, etc.)  

The unit is responsible for investigating all new reports of alleged abuse, neglect, or exploitation and self-neglect of elderly and disabled adults as mandated by Florida Statute 415.  

The duties and responsibilities include, but are not limited to, the following: 

Review and completing recommendation of case work in the electronic system Florida Safe Families Network (FSFN) and provides direction to assure appropriateness, clarity, quality, thoroughness and proper documentation. Staffing cases as needed per API’s need and to review safety plans. Uses a supervisory checklist to conduct the critical review of cases to assure monitoring standards are met. 

Investigative activities for emergency shelter placement, casework services, victim assessment/determination, determine risk and service needs, completing service referral to either in-house or community partners, 415 petition filing. 

Staffs all cases with investigators and offers on-going supervision and recommendation. Staff challenging cases with PA and legal department as needed. 

Serves as the weekend, after hours and holiday supervisor on a rotating basis with other API Supervisors 

Supervises the clerical responsibilities of staff to determine that all functions of the unit are completed. This would include appropriate and timely assignment of cases, completing of timesheet, travel, trainings and Random Moment Sampling (RMS).  

Use management tools in appropriate information system(s) on an ongoing basis to monitor open cases and manage workflow for steady progress to ensure the timeline for actions to be taken are met and to prevent backlog. 

Evaluates staff performance and sets goals informally and formally on a quarterly and annual basis. Complete PCAP when staff is struggling. Complete and take required disciplinary action when necessary. 

Facilitates and participates in the hiring, promoting, demoting, discipline and/or dismissal of employees. 

Promotes career development by ensuring staff receives proper training to be selected for advancement opportunities.  

Complete onboarding of new staff and coordinating training with program office. Provide ongoing training for new investigator through mentoring with experienced staff and Senior APIs. Conduct monthly meeting and assist investigators in completing the required 12 hours of yearly training. 

Attends training sessions, supervisors’ meetings and individual conferences with Program Administrator. 

Oversees and encourages cooperative working relationships between the Department of Children and Families, State Attorney's Office, Law Enforcement, medical personnel, schools, community-based providers and other partner agencies.  

Ensures that Adult Protection Investigation operations are within legislative authority and in compliance with required federal, state rules and regulations. 

If required reviews, investigates and responds to client/customer concerns from the Client Relation Office within the required time frame. Reports critical events to the Regional Office, keeps supervisor apprised of operational issues, expecially those which are sensitive in nature and could negatively impact the organization. 

This position may serve as the official Single Point of Contact (or backup to Program Administrator), which is designated to coordinate the provision of auxiliary aids and services to the deaf or hard of hearing.  The position will be responsible for the following: 

Ensures effective communication with deaf or hard-of hearing Customers or companions in accordance with the ADA and/or Section 504 and shall manage service records and report this data and any resources and/or training needs to their designated program point of contact. 

Performs other related duties as required.
