This position required to work on site at one of our facilities located throughout Broward County.

DESCRIPTION OF DUTIES
As a member of the Organizational Development Team of the Broward County Health Department, the Government Analyst II/Performance Excellence Analyst will improve the quality and efficiency of operations throughout the company through analysis of complex business data and establish improvements to processes and organizational effectiveness.
This role includes the use of advanced technical skills and tools such as Minitab, Project, Visio, and Excel for value stream mapping, Kaizen events, root cause analysis and process mapping. This position reports to the Research & Statistics Manager-SES. Maintains and updates the organizational Performance Management System. Provides technical assistance in the establishment and development of business metrics in coordination with the Program Managers and Senior Leaders.
Develops methodology to automate the data collection systems for the business metrics in the Performance Management System. Analyzes the Performance Management System and the business metrics for further improvement of the system and makes recommendations and improvements as needed. Quality /Process Improvement: Assists in providing business consultation, technical assistance, & feedback to managers & staff in the identification, development, mapping, & re-engineering of key processes & business results with action / improvement plans to close performance gaps. Analyzes & facilitates improvement cycles & improvement teams including workgroups, councils, & committees. Continues self-development to maintain industry awareness of best practices.
Generates the Create Assessment File in FLSHOTS to update and maintain the two-year-old immunization records. Utilizes the Patient List Report and the Reminder Recall Report to update and document the client status in FLSHOTS, contact parents, or send letters for reminders. Strategic Planning: Assists in the organization's strategic planning process and provides technical assistance and consultation for programmatic strategic planning. Assists in development and implementation of strategy to integrate Baldrige Performance Excellence criteria throughout the organization.
Benchmarking: Research & analyzes best practices for applicability to the Florida Department of Health in Broward. Assists with the development, implementation, maintenance & evaluation of organizational indicators, benchmarking, comparative data & business results. Consulting: Collaborates with managers & supervisors to provide business and process consultation, technical assistance & training opportunities on local, state, & national levels. Participates in public speaking engagements to the community & other organizations as requested. Customer Service: Assists with planning/developing, coordinating, implementing, evaluating, & continually improving the agencies external customer service & key partner/stakeholder processes. Activities include: Coordinates customer service training; Manages the client inquiry/complaint system & other listening points; Tracks resolution of the client inquiry/complaint resolution process; Provides oversight to call system contracts; Develops & implements customer service standards; Coordinates survey processes & oversees analysis of business results; Reviews results of customer/ client satisfaction surveys, develops recommendations jointly with managers regarding improvement cycles & monitors results.

MINIMUM QUALIFICATIONS
- Willing to work before, during and/or beyond normal work hours or days in the event of an emergency.
- Current employee of Florida Department of Health including OPS, Career Service, SES or SMS.
- Experience creating excel spreadsheets and working with VBA macros.
- Experience establishing key processes, metrics & similar reporting.
- Experience tracking performance metrics with scorecard software.
- Experience reviewing process mapping or quality metrics.
- Experience with project planning or process improvement.
PREFERRED QUALIFICATIONS:
- 2 years of experience in internal auditing or process improvement (ISO or Six Sigma)
- Programming or web application development experience (VBA or ASP.NET)
- Work experience creating and modifying Access databases, especially DBs with VBA coding
- 2 years of experience or more using SQL
- 4 years of experience with project planning or process improvement
- 2 years of experience establishing Key Performance Indicators (KPIs), metrics & similar reporting
