POSITION DESCRIPTION: Supervise and direct the overall daily activities of the Program Administration unit. Plan workloads, work flows, deadlines, objectives, and time utilization with employees. Evaluate, train, and motivate subordinate employees to improve quality and quantity of work performed. Provide support in resolving problems, establishing work, and scheduling priority deadlines. Communicate on a regular basis with employees both individually and in staff meetings to provide feedback and motivation.
Serves as the District Resurfacing, Restoration and Rehabilitation (RRR) Coordinator. Manages, Organizes and develops the implementation of the RRR Program. Assures the District is identifying, programming RRR jobs ensuring compliance with the Department targets and statutory requirements. Identifies concrete projects, when available for consideration. Assures RRR scope is consistent with District goals, and works collaboratively with District Offices to identify other improvements that can be incorporated into the RRR with alternative funding sources.
Direct, administer, manage, and coordinate various Federal and State funded programs. These programs include the Local Agency Program (LAP), Economic Development Trust Fund (EDTF), Transportation Regional Incentive Program (TRIP), County Incentive Grant Program (CIGP), Small County Outreach Program (SCOP), and the Small County Road Assistance Program (SCRAP). Coordinate with the Department's legal counsel and/or the Federal Highway Administration (FHWA) to ensure that Joint Project Agreements (JPA) and Local Agency Participation products accurately represent legal obligations of all affected parties. Supervise the promotion and assistance to local agencies regarding the program including the certification/recertification process. Coordinate with the State Local Program Administrator regarding revisions to the LAP program policy, procedures, and guidelines. Supervise the Quality Assurance Review process of local agencies certified under the LAP program.
Oversee the coordination, execution, and administration of contractual documentation between local government agencies and the Florida Department of Transportation (FDOT) for projects, grants and special funding agreements in accordance with Florida Statutes and/or federal requirements. Coordinate with all parties, including directors, project managers, attorneys, the Comptroller and local government agency staff to ensure the successful and complete performance of interagency agreements in accordance with the Department's production schedule. Coordinate with the legal office to ensure execution of proper documentation meeting the necessary requirements for on and off the state highway system maintenance agreements.
Oversee the development, processing and maintenance of various types of agreements, facilitation of certifications, payment of invoices, funds management, and project close-outs. Oversee fiscal and contractual activities to ensure that obligations are properly and timely completed. Oversee and provide administration for compliance with State and Federal auditing for JPA and LAP agreements and special funding programs, as required by the Florida Single Audit Act, Federal Law, and/or Florida Statutes.
Oversee tracking all projects related to LAP, EDTF, JPA, and third party agreements. Special attention should be directed to supporting internal District staff with the administrative processing of all agreements and assisting locals to ensure that all District financial and production commitments are met. Meet with local agencies as necessary to resolve issues. Interact constructively and proactively with local government agencies and FDOT staff providing contractual guidance, consensus building support, legal coordination, and contractual/fiscal execution and maintenance of interagency agreements.
Assist in the development, implementation, and monitoring of the Office's business plan. Develop and coordinate implementation of product monitoring techniques, project control systems, and quality assurance / quality control (QA/QC) processes for the unit.
Assist with programming decisions and business decisions as it relates to Department funded programs. Coordinate with the Metropolitan Planning Organizations (MPOs) and the Department’s MPO liaisons on engineering/technical issues as well as programmatic and funding issues, concerns, and questions.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of the FDOT’s Work Program; Ability to analyze and summarize detailed data; Ability to interpret and apply state and federal laws and regulations; Knowledge of various funding sources; Knowledge of the State’s budget processes; Knowledge of the concepts, terminology, principals, and analytical techniques of highway design; Knowledge of the standards and practices used by the FDOT; Ability to communicate effectively, both verbally and in writing, and with all levels within the FDOT; Ability to determine work priorities, administer and manage multiple tasks, and meet deadlines; Skill in supervising and managing product delivery through others; Ability to develop and maintain effective working relationships and work with diverse groups of people; Ability to be proactive, work independently, and make decisions; Ability to remain calm and effective under pressure; Ability to make presentations; Ability to effectively supervise people; Knowledge of FDOT and American Association of State and Highway Transportation Officials (AASHTO) design criteria and standards; Ability to read and interpret transportation engineering plans; Ability to plan, organize, and coordinate work assignments; Knowledge of leadership principals; Ability to coach, counsel, and manage direct reports; Skill in Microsoft Office, including Word, Excel, and PowerPoint.
REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Chapter 471, Florida Statutes.
