Our Organization and Mission: The Office represents the State of Florida in state and federal civil and criminal courts, from trial courts to the Supreme Court of the United States.
Position Summary: The Office of the Attorney General, State of Florida, is seeking a highly talented, self-motivated, and analytical minded team member to investigate data breach matters assigned to the Privacy team. Located within the Consumer Protection Division in Ft. Lauderdale, the selected candidate will investigate data breach and privacy related matters for civil enforcement, as well as advise and assist on the need to coordinate referrals to Florida Department of Law Enforcement and other agencies on criminal investigative matters.
Pay: $56,000 - $64,890 Annually, commensurate with experience
Qualifications:
- A bachelor's degree from an accredited college or university and three (3) years of experience conducting criminal, civil, or administrative investigations or examinations, which must include a minimum of two (2) years of experience with complex financial investigations or analysis, online scams or cybercrime investigations, or computer forensic investigations.
- A master’s degree in a related field from an accredited college or university may substitute for one (1) year of the three (3) years of required experience.
- Investigative experience in fraud or white-collar crimes, financial investigations, cybercrime investigations, or computer forensics may substitute on a year-for-year basis for the required education.
Preference will be given to applicants with the following:
- Certified Fraud Examiner (CFE) certification through the Association of Certified Fraud Examiners (ACFE).
- Entry level certifications in the following areas:
- Certified Information Systems Security Professional (CISSP)
- Microsoft Fundamentals
- Amazon Web Services (AWS) Cloud Practitioner
- GIAC Information Security Fundamentals (GISF)
- Google Cloud Digital Leader
- Experience with eDiscovery Platforms such as Nuix Discover Technology, Everlaw, Inc., and Relativity
The Work You Will Do: This position will provide investigative support and assistance to the Bureau Chief and attorneys on the Privacy team, including but not limited to the following duties:
- Review and evaluate data breach notices for statutory compliance.
- Review and evaluate cyber security standards, protocols, and architecture.
- Review and evaluate consumer complaints to determine if a violation of Florida law exists.
- Utilize computers and the internet to develop leads utilizing Social Media intelligence (SOCMINT) and Open-Source Intelligence (OSINT) techniques to further investigations. This will include capturing digital evidence during your research and compiling it in an acceptable format to be presented as evidence during litigation.
- Prepare investigative reports and memos.
- Present investigative case status briefings to attorneys and discuss investigative strategy with attorneys.
- Input and maintain data in Excel and other databases to analyze trends and develop investigative leads.
- Liaise with other law enforcement and regulatory agencies to develop investigative leads or to respond to requests for information.
- Prepare documents, exhibits, schedules, reports, and other pertinent information for use in cases litigated in civil courts of law.
- Testify in court hearings, trials, and depositions regarding investigations for which they conducted.
- Perform analysis and conduct investigations which involve consumer protection privacy matters.
- Examine cybersecurity incident responses and forensics reports, as well as corporate security policies and procedures.
- Aid in drafting investigative subpoenas, pleadings, affidavits, and discovery requests.
- Draft inquiries for information to other law enforcement agencies, as well as responding to requests for information.
- Assist attorneys with special assignments, which may require extended hours and/or travel outside the worksite.
- Assist in enforcing Florida's Price Gouging Statute during declared States of Emergency. This will include the need to review and evaluate consumer complaints to determine if a potential violation of Florida price gouging law exists. Conduct site visits and contact businesses to evaluate allegations of price gouging. Assist with negotiating a resolution of the initial complaint. Serve preservation letters and/or investigative subpoenas. Obtain documents related to business pricing, then analyze and provide findings and recommendations determining whether a price appears unconscionable. Price Gouging enforcement will require working extended hours, working on weekends and may require working on holidays during a declared State of Emergency.
