The Jobs and Benefits Supervisor is a member of the DEO team with CareerSource Broward. 

THIS IS A VETERAN FUNDED POSITION.  Appointment to this position must be made in the order of preference provided by Public Law 100-323, as follows:  First to qualified service-connected disabled veterans; then, if no such disabled veteran is available, to qualified eligible veterans; and if no such eligible veteran is available, to qualified persons (as defined in 38 U.S.C.) THIS POSITION HAS THE FOLLOWING MINIMUM JOB-RELATED REQUIREMENTS

    THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING
  • Supervise, plan, coordinate, and direct the activities performed by DEO Jobs for Veterans State Grant (JVSG), Disabled Veterans Outreach Program (Specialists) (DVOP) and Local Veterans Employment Representative (LVER) staff.
  • Develop performance standards and expectations and ensure that reviews are accomplished in accordance with personnel rules; including providing work direction, completing performance evaluations, administering labor agreement and promoting staff development.
  • Provide supervision, administrative direction, and technical assistance to center staff, to include: training, technical guidance and tactical support regarding the Wagner Peyser and TAA programs.
  • Plan & manage delivery of employment & training services for veterans, TAA and the universal job seeker population in three career centers, with travel between centers to monitor service delivery and compliance with federal & state regulations and local policies and procedures.
  • Manage, analyze and monitor assigned program budgets to ensure staffing needs and programmatic goals are obtained.
  • Interview personnel and conduct on-site observation of work performed to ascertain unit functions ensure staff efficiency & productivity, and methods, equipment, and personnel used.
  • Designs, evaluates, recommends, and approves changes based on need and analysis, and implements program policies to facilitate successful delivery of employment & training programs.
  • Prepares manuals and trains workers in use of new forms, reports, procedures or equipment, according to organizational policy. Assists in training new staff & providing remedial training on individual basis, if requested.
  • Reviews programs, services, forms and develops monitoring reports (services, outreach, attendance complaints, etc.), and confers with management and users to identify problems and improvements.
  • Develops & implements corrective action plans to improve program deficiencies. Monitors reports generated by career centers for content, completeness & timeline
  • Works with other state, government, public & department employees in delivery of veteran programs and job seeker services.
  • Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action.
  • Responds to sensitive internal & external customer questions, complaints & issues from public, legislators & count commissioners.
  • Performs other related duties: (e.g., travels to attend training, seminars, one-stop locations & alternate work sites as assigned; attends staff meetings; maintains logs, records & files); reads and keeps current on applicable policies, periodicals, newsletters and related veterans publications.
  • Assist in resolving program issues on an ongoing basis and participate in interviews as needed.
     
    PREFERENCE WILL BE GIVEN TO THOSE APPLICANTS THAT HAVE THE FOLLOWING QUALIFICATIONS
  • A Bachelor’s degree from an accredited college or university in Business, Human Services, Education, or related field.
  • Professional or nonprofessional experience in areas related to employment security: interviewing, counseling, job placement, aptitude testing and assessments, job development, or job analysis may substitute on a year-for-year basis for the preferred college education.
