DESCRIPTION OF DUTIES:

    The incumbent of this position is responsible for administering the Department’s complex School Health Services Program, supporting the sixth largest school district in the country, and serves as the Department’s School Health Services Program Manager. 
    Staff Supervision & Management 
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets. 

Ensures all nurses have a current State of Florida Registered Nurse (RN) License, Chapter 464, F.S. and Rule 64B9, F.A.C.
Directly supervises staff in the performance of school health activities, ensuring alignment with agency goals, objectives, deliverables, and standards of practice. 
 

  Program Oversight & Compliance 
Provides regulatory oversight to ensure school health services are delivered per the local school health contracts, school health services plan, the Florida School Health Administrative Guidelines, Florida Statutes, and other mandatory regulations. Provides effective and timely communication with the contracted providers to ensure the delivery of all contractual requirements.
Collaborates with Broward County Public Schools (School District) daily to assure countywide school health services are delivered in accordance with the School Health Services Plan, the Department’s School Health Administrative Resource Manual, Florida Statutes, and Florida Administrative Code.
 

  Training
School Health Program Orientation and Annual Training: In coordination with the School District, local partners. and the Executive Community Health Nursing Director, develops and implements a comprehensive orientation and ongoing educational workshops and required and recommended trainings for School Health Services staff and contracted staff  Ensure trainings address basic competencies as outlined in School Health Services Plan and including, but not limited to: standardized training and competency demonstration for required health services and screenings, including vision, hearing, scoliosis and growth and development; medication administration training; child specific training; the development, implementation and monitoring of nursing care plans; standardized referral and follow-up procedures for identified health conditions; record review procedures; CPR and emergency procedures in the school health setting. Training must also address health information security and adhere to all regulations recording confidentiality.  
Maintains records of all staff training.
Develops and provides training to individuals and groups in the school setting on topics including but not limited to asthma, diabetes, epilepsy, and life-threatening allergies. Develop and implement standardized education programs for care of the diabetic student in the school setting; within the parameters of the public health setting, develops relationships with insulin, technology representatives, and advocacy groups to facilitate diabetes training and support to school health program staff. In accordance with Florida Administrative Code, develop and implement standardized education program for care of students with epilepsy and care of students with life-threatening allergies.

    Contracted Providers and Deliverables
Responsible for working closely with the DOH School Health Contract manager and serves as the liaison to contracted providers. Assures compliance with the Children’s Services Council of Broward County (CSC) contract and all deliverables in the State of Florida School Health Program Schedule C Scope of Work and Attachment I. Assures the development of the School Health Services Plan and the Annual School Health Report. Assures all providers report weekly and monthly school health data. Provides collaboration to assure School Health Screenings are completed and the information is entered into HMS.  
 

  Policy, Procedure & Protocol Development 
Plans, develops, revises and implements policies, procedures, protocols, evaluation tools, forms, care plan templates, and reports utilized within the School Health Services Program. Under the supervision of Department leadership, determines program requirements and resources. Plans for their adaptation and implementation. Evaluates the overall effectiveness of the program. 
   

Program Oversight, Evaluation & Reporting 
Provides continuous evaluation of the quality and productivity of the school health program in relation to agency goals, objectives, outcomes, and standards of practice. Evaluates and directs the performance of assigned staff daily by direct observation and review of clinical records and reports. Communicates on a regular basis with staff both individually and in staff meetings to maintain quality of care. Assures clinical oversight by School Health Staff to all contracted nurses.  Assures all nurses assigned to schools by agencies are trained and approved by the Department.  
Responsible for ensuring all required data is entered into HMS (Health Management System) and Active Strategy in a timely fashion. 
Prepares monthly and annual program reports as required; maintains all applicable records in accordance with Department policies and protocols.
 

  Budget & Fiscal Management 
The incumbent will serve as a Level 4 Budget Manager to include the preparation and monitoring of annual budget for assigned program area. This will require reviewing and monitoring of OCA (Other Costs Adjustments) budgets and EAR (Employee Activity Record) completion in an accurate and timely manner by the incumbent and all employees under their direct supervision. The incumbent is required to review assigned program budgets and OCA balances monthly and meet with the CHD (County Health Department) Business Office monthly to make any necessary budget adjustments.
 

  Committee & Community Involvement
Facilitate all activities of and serve as the Department’s representative on the Broward County Comprehensive School Health Advisory Committee (BCCSHAC), Health and Wellness Committee, Nutrition and Fitness Taskforce and other committees as assigned.   Serves on BCPS task forces and committees as assigned.
Coordinates all aspects of the school health program with other internal health unit programs and external partners.

MINIMUM QUALIFICATIONS:

  1. Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency.
  2. Experience hiring, supervising, and evaluating employees’ performances.
  3. Experience in a supervisory role in a large School Health Services program (K-12 sector).
  4. Experience managing contracts.
  5. Do you possess a valid Florida driver's license or the ability to obtain one prior to employment and reliable transportation that may be used to travel between work sites if needed.

PREFERED QUALIFICATIONS:

  1. Current Florida licensure as a Registered Nurse (RN).
  2. A minimum of (10) ten years of experience as an RN working with pediatrics.
  3. A master’s degree or higher in Nursing from an accredited college or university.
  4. At least two years of experience hiring, supervising, and evaluating employees’ performances.
  5. At least five years of experience in a supervisory role in a large School Health Services program (K-12 sector).
