This position is a full-time, in-office position.
This is an OPS (Other Personal Services) positions and as such no paid time off is offered. Health benefits will be offered for full-time employment. OPS employees are eligible to participate in a deferred compensation plan.

DUTIES & RESPONSIBILITIES:
The Biological Scientist III is an OPS position working in the Overdose Data to Action-Local (OD2A-L) program at the Florida Department of Health in Broward County (DOH-Broward). This program is grant funded by the Center for Disease Control and Prevention's (CDC). This position works under the direct supervision of the OD2A-L Program Manager, within the Division of Community Health.
The incumbent of this position will serve as the program’s Data Analyst, driving data-informed decision-making within the OD2A-L initiative by using informatics and statistical tools to analyze, model, and visualize public health data. The incumbent will help uncover trends, patterns, and predictive signals in overdose-related data - insights that directly inform prevention strategies and community health efforts.
Additionally, this position requires utilization of complex epidemiologic analytic techniques and involves collection of information regarding individual case reports as well as participation in outbreak investigations. Through this position, DOH-Broward will enhance the timelines of morbidity and mortality data by conducting drug overdose surveillance, using Florida’s syndromic surveillance system (SyS), Electronic Surveillance System for the Early Notification of Community-based Epidemics (ESSENCE) data investigation.
KEY RESPONSIBILITIES:
• Conducts data analysis using established tools and techniques to extract insights from healthcare and public health datasets
• Creates clear and effective data visualizations, such as charts and graphs, to communicate findings to stakeholders
• Ensures data accuracy and reliability by implementing basic quality assurance procedures.
• Develops and produces routine reports and summaries based on public health data for internal and external stakeholders.
• Collaborates with cross-functional teams, including healthcare professionals and data experts, to support public health initiatives and projects.
• Maintains documentation of data analysis processes, data sources, and methodologies used for future reference.
• Adheres to data security protocols and assists in safeguarding sensitive healthcare and public health data.
• Stays informed about industry trends and emerging technologies related to public health informatics through continuous learning and training.
• Contributes to the development and dissemination of local level opioid-related reports to public health partners.
• Deliver engaging oral and written presentations to health department employees and the community, contributing to public health education.
• Develop GIS mapping based on surveillance data, contributing to a comprehensive understanding of the epidemiological landscape.
• Actively participate in teleconferences, EpiCom, and various meetings to share regional and state information.
• Collaborate with community healthcare providers to ensure awareness of current reporting requirements for communicable diseases.
MINIMUM QUALIFICATIONS:
- Willing to work before, during and/or beyond normal work hours, or days in the event of an emergency.
- Willing to physically come in the office to perform the duties & responsibilities of the positions.
- Bachelor’s degree in a health-related field from an accredited college or university.
- Experience performing duties related to data informatics and analysis.
PREFERRED QUALIFICATIONS:
- One (1) or more years of experience conducting epidemiological case investigations.
- One (1) or more years of experience with/knowledge of using R, SAS, SQL, or ArcGIS.
- One (1) or more years of experience using ESSENCE.
- One (1) or more years of experience with/knowledge of conducting statistical modeling and interpreting results in a public health context.
- One (1) or more years of experience with providing written and verbal presentations, including translating complex data findings into actionable insights for diverse audiences.
