This position requires you to work on site at one of our facilities located throughout Broward County. This is a full-time, in-office position. 

This is an OPS (Other Personal Services) positions and as such no paid time off is offered. Health benefits will be offered for full-time employment.  OPS employees are eligible to participate in a deferred compensation plan.

 POSITION DUTIES & RESPONSIBILITIES:

This is a professional position that requires independent application of a variety of skills in the Budget Office of the Florida Department of Health in Broward County. This position reports directly to the Budget Director and will serve in budget development, reconciliation, and monitoring of programs, mainly in relation to but not limited HIV/AIDS Ryan White Part A, Ryan White Part B, Ryan White Part C, General Revenue, HIV Prevention, and various other funding sources.

Incumbent will conduct financial audits of funds expended in the Communicable Diseases Program Office and reconcile all funding categories, forecasts expending utilization based on fiscal year(s). Determines compliance of funds utilized based on applicable laws and regulations (state and federal). Meets with program supervisors in HIV/AIDS, STD, and TB to discuss allowable cost, forecast on spending allocation and makes recommendations on spending guidance.

Maintains an ongoing accounting system of all funding streams. Prepares financial statements and reports for the Director of Communicable Diseases, HIV and STD Programs Supervisors, Budget Director, and Bureau of HIV/AIDS. Works closely with the FDOH HIV/AIDS Section budget and program office in Tallahassee as well the budget department locally to assure that budget and financial reports are shared and reconciled in FLAIR, AIMS, Provide Enterprise, and other financial systems as applicable.

Incumbent will assist in the development of grant application budgets and ensure applications meet all financial requirement of the grant announcement.

Approves, through MFMP e-procurement, all commodity and contractual services procurements assuring compliance with planned, approved budget.

Participates in community meetings/trainings and forums including national days of HIV/AIDS observance. Attends/participates in required trainings, meetings, and conferences.

Knowledge of Word, Power Point and Excel including Pivot Tables.

MINIMUM QUALIFICATIONS:

  1. Willing to work before, during and/or beyond normal work hours, or days in the event of an emergency.
  2. This position requires current authorization to work in the United States without employer sponsorship. The Department of Health is unable to provide employment visa sponsorship. 
  3. This position is a full-time, in-office position.  
  4. Over three (3) years of experience in directly managing multi-grant budgets
  5. Over three (3) years of experience in professionally presenting and articulating budgets and data to managers.
  6. Over three (3) years of experience with hands on computer usage and working with standard programs such as Microsoft Word, Excel, PowerPoint, Microsoft Outlook.

PREFERRED QUALIFICATIONS:

  1. Over three (3) years of experience in directly managing Federal grants.
  2. Over one (1) year of experience working with Florida’s FLAIR system.
  3. A Bachelors Degree in (Accounting, Finance, Business Administration, Public Administration) from an accredited University.
