This position requires you to work on site at one of our facilities located throughout Broward County.

 

This is an OPS (Other Personal Services) positions and as such no paid time off is offered. Health benefits will be offered for full-time employment.  OPS employees are eligible to participate in a deferred compensation plan.

DUTIES:

This is a professional position that serves as a Contract Manager for the Florida Department of Health in Broward County (DOH-Broward) as required by Section 287.057(15), F.S. The incumbent will perform the following including, but not limited to: take a lead role in the negotiation of contracts as assigned; develop new contracts, renewals, and amendments according to established procedures within required time frames; review and process all related invoices for payment; review quarterly financial statements in accordance with established time frames and procedures; monitor assigned contracts for programmatic and administrative requirements and prepare reports; provide technical assistance and site visits to assigned contracted providers; work with Overdose Data to Action: Local (OD2A: L) Department staff and providers to resolve any contractual issues; develop competitive procurement documents (i.e. RFP, ITB, ITN, etc.) and other grant related documents as needed and/or coordinate the competitive procurement process.

 

The incumbent will schedule, develop agendas for, and facilitate phone and/or face to face meetings with contractors to provide consultation and program coordination as needed. The incumbent will effectively problem solve, mediate conflicts to resolution, and maintain good solid working relationships with contracted providers.  

 

The incumbent will work closely with the Overdose Data to Action: Local (OD2A: L) program manager; review deliverables and report findings to the program manager. The incumbent will participate in trainings, community meetings/forums, and conferences as needed and directed to by the program manager.

 

The incumbent will perform data entry of contractual information as required.

 

The incumbent will perform other duties as assigned.

 

Knowledge, skills, and abilities, including utilization of equipment, required for the position:

Communicating effectively orally and in writing; knowledge of principles & processes involved in business and organizational planning, coordination, and execution; knowledge of structure and content of English language; knowledge of numbers and their operations; able to use logic and analysis to identify strengths and weaknesses; research knowledge; able to identify things that must be changed to achieve a goal.

 

Working Hours: Monday – Friday: 8:00 am - 5:00 pm

 

 

MINIMUM QUALIFICATIONS

 

  1. Willing to work before, during and/or beyond normal work hours or days in the event of an emergency..
  2. Valid driver’s license free of major infractions.
  3. Bachelor’s Degree from an accredited university .
  4. Proficient in business writing.
  5. Proficient in Microsoft Office.
  6. Ability to complete training in contract management and become a certified contract manager within six months of hire.

 

PREFERRED QUALIFICATIONS

  1. Experience writing contracts.
  2. Experience managing contracts.
  3. Experience working in the overdose prevention field.
  4. Experience writing business reports.
  5. Are you a Florida Certified Contract Manager (FCCM) as required by Section 287.057(15) Florida Statutes. 
  6. Bachelor's degree in Health Services, Law, Human Services, Public Health, Business Administration, Accounting or a related field.
