This position is responsible for providing engineering support and technical oversight for plan, specification, and estimate (PS&E) packages, offering guidance and support to internal teams and consultants, strengthening FDOT’s talent and collaboration opportunities.

Annual Salary Range:

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary. 

 

Your Specific Responsibilities:

Performs engineering support work.  Duties include performing technical assignments related to plans, specifications, and estimates within the District and assisting the District PS&E Engineer, District Specifications Engineer, and District Estimates Manager with plans, specifications, and estimates package preparation activities.

 

Provide guidance and assistance to internal design staff, project managers, consultants, and other District staff regarding Florida Department of Transportation (FDOT) plans, specifications, and estimate package preparation and electronic/digital delivery and storage procedures and requirements.  Provide computer aided technical support and oral/written guidance to other units including, but not limited to, the District Design, District Maintenance, District Construction, District Environmental, and Legal Office representatives in the delivery of plans, specifications, and estimates packages which meet the requirements of the Florida Design Manual, Specifications Handbook, Basis of Estimates Manual and other established Department Procedures.  Assist others to ensure that all items required to develop the Contract Plans Packages are complete and accurate.

 

Perform duties associated with logging all project phase submittals into Project Suite Enterprise Edition (PSEE), creating, deleting, locking and unlocking specifications packages in the Specs on the Web application based on user requests, and establishing or updating construction cost estimates on all projects in the Department’s Work Program utilizing the Long Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System.

 

Evaluate and conduct quality assurance and quality control reviews of consultant prepared contract plans, digital delivery components, specifications, and estimates packages and ensure they are completed in accordance with Department policies and procedures.  Make comments on discrepancies found in the final review.  Identify plan inconsistencies, plan notes that are redundant or conflict with the Standard Specifications, and verify the appropriate items, quantities, and unit costs are included in the contract proposal.

 

Ensure Contract Plans packages are correct and submitted in a timely manner to the appropriate contracting office, Central or District Office, for letting.  Ensure information is processed with proper approvals and forwarded to meet established deadlines for all contract plans packages along with maintaining an accurate logging system of critical project delivery completion and milestone dates.

 

Review and/or develop and prepare initial and supplemental specifications packages for consultant prepared and in-house projects.  Determine the appropriate standard specifications, special provisions, supplemental specifications, developmental specifications, and technical special provisions (TSP) that are needed in conjunction with the plans to properly describe the work to be done for all state, federal and district contracts.

 

Coordinate closely with plans reviewer, specifications engineer, estimates manager, and quality control coordinator to disseminate documents for review, collect comments, and provide the information and deadlines to project managers and designers until no further comments are identified on the submittal packages.  Review and verify changes/corrections have been made to subsequent submittals.  Develop and maintain an evaluation and tracking system for plans, specifications, and estimates submittals.  Track missing components and facilitate the preparation of revision memos as necessary.

 

Serve as liaison with the Central Office to ensure project plan sets are properly incorporated into the final proposal package, workbook packets and specification updates are incorporated into the specification package, and project information is accurately included in AASHTOWare Project ™.

 

Attend production meetings as needed.  Actively participate in workshops, webinars, and other meetings as required. Ensure that Quality Assurance of in-house and consultant prepared plans, specifications, and estimates packages are in accordance with standards, procedures, policies, formats, and guidelines as set by the FDOT and Federal Highway Administration (FHWA).  Assist with ensuring that consultants comply with their own Project Quality Control Plan (PQCP) as applicable to plans, specifications, and estimates preparation.

 

Stay informed of changes to the FDOT design criteria, procedures, policies, and guidelines as set forth by the FDOT and FHWA with special emphasis on the plans, specifications, and estimates as it relates to transportation projects. 

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Engineering manuals, software, and databases
  • the Standard Specifications, Technical Special Provisions, Supplemental and Developmental Specifications standards and practices used by FDOT for 
    construction contracts
  • Concepts, terminology, principles and analytical techniques of highway design

 

Skilled in:

  • Microsoft products such as Word, Excel and PowerPoint
  • Communication, including verbal, written and active listening
  • Understanding of writing in an imperative mood, active voice.

 

Ability to:

  • Access, input, update, and extract information from a computer database
  • Read and interpret engineering design plans and specification packages for accuracy and quality while simultaneously identifying conflicts between plans and specifications
  • Develop and manage information systems documentation in accordance with the department's standards
  • Read, interpret, understand and apply applicable rules, regulations, policies, and procedures
  • Understand, interpret, analyze engineering data and prepare construction contract documents
  • Establish and maintain internal and external working relationships while working effectively as a team member
  • Plan, organize, coordinate, track, and perform multiple work assignments based on established priorities and deadlines
  • Make decisions, be proactive, and work independently
  • Strong communication skills in both plain language and engineering

 

Minimum Qualifications:

A high school diploma or its equivalent and three years of relevant employment experience in the following fields: engineering, contract administration or development, finance, economics, public administration, business administration, urban planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis, or work program development.  Post-secondary education in the above-mentioned fields can substitute for the required years of experience on a year-for-year basis.
