POSITION DESCRIPTION: Directs and oversees the Project Development phase processes to successfully achieve a coordinated effort among various Department Offices and external customers. Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees work. Serves as the engineer in responsible charge for implementing and managing project scoping process; reviews, approves, signs and seals plans. Develops, documents, and maintains project development strategies for the District’s production activities. Identifies candidate projects and schedules project scoping activities. Identifies and receives deliverables needed to avoid delay in production process. Develops detailed project scope and initiate programming supporting the District’s Work Program. Develops and tracks performance measures for the processes, identifies trends, and develops and implements process improvements.

Manages and provides quality assurance for the Project Development unit activities including, Air and Noise Analysis and Abatement programs, and Public involvement during Project Development & Environment (PD&E) phase. Maintains appropriate work environment through effective communications, adherence to best management practices, and the Department’s policies and procedures.

Acts as District Efficient Transportation Decision Making (ETDM) Coordinator. Assists the State-Wide Acceleration and Transformation (SWAT) Coordinator. Implements Project Development process, including ETDM process on the Department projects. Develops project schedule using SWAT guidelines. Manages work activities and assures quality deliverables identified by the SWAT process are available prior to beginning of the PD&E phase.    

Serves as project manager for consultant contracts. Coordinates with Professional Services Unit to ensure all contractual processing meets Department criteria. Develops contract scope of services and coordinates activities related to initiation, advertisement, and execution of contracts.  Coordinates preparation of project-specific scope of services, staff hour estimates, consultant staff hour negotiations, contract execution and maintenance.  Review deliverables for completeness and quality; and assures consultant work meets the scope and intent of the task work order. Coordinates, reviews and approves invoices.  Prepares, coordinates and negotiates Supplemental Agreements as required.  Serves on Technical Review Committee (TRC) in consultant acquisition for professional engineering services.

KNOWLEDGE, SKILLS AND ABILITIES:  Knowledge of basic management principles and practices; Skilled in preparing and reviewing engineering reports; Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to the improvement of operational and management practices; Ability to organize data into logical format for presentation in reports, documents and other written materials; Ability to utilize problem-solving techniques; Ability to work independently; Ability to understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; Ability to plan, organize and coordinate work assignments; Ability to communicate effectively; Ability to establish and maintain effective working relationships with others; Ability to supervise employees.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Registration as a Professional Engineer in accordance with Florida Statute 471.

OTHER JOB RELATED REQUIREMENTS:  Responsible for adhering to the provisions and requirements of Section 215.422, F.S. related State Comptroller's Rules and Department of Transportation's invoice processing and warrant distribution procedures.
