POSITION DESCRIPTION: Responsible for providing legal counsel and advice to District staff concerning the day-to-day operations and business of the Department, including the negotiation, drafting, and review of contracts, funding agreements, joint project agreements, joint participation agreements, intergovernmental agreements, permits, and agreements concerning the use of Department right-of-way and acquisition of interests in real estate, consistent with the direction and advice provided on a statewide basis, as established by the General Counsel.

 

Responsible for thoroughly researching all state and federal statutes, court cases, rules, and regulations affecting the operations of the District offices that the attorney may be assigned to specifically and regularly advise and represent.  Expected to be familiar with the operations of those offices and to advise responsible personnel in those offices regarding their legal powers and duties, how the law affects their operations, and the implementation of policies and rules.

 

Provides support to Department attorneys representing the Department in claims and litigation against and by the Department.  Assists with responding to public records requests and subpoenas, as assigned.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of litigation and civil rules of procedure and practice and Government In the Sunshine Law. Knowledge of the principles and techniques of effective verbal and written communications. Ability to understand and apply applicable rules, regulations, policies, and procedures.  Ability to utilize problem solving techniques.  Ability to work independently.  Ability to plan, organize, and coordinate work assignments.  Ability to communicate effectively orally and in writing.  Ability to establish and maintain effective working relationships with others.  Ability to use word processing, graphic presentation software, database, and mainframe applications.

 

REQUIRED LICENSURE/REGISTRATION/CERTIFICATION: Must be a member of The Florida Bar.

 

OTHER JOB RELATED REQUIREMENTS: This position requires overnight travel.  This position requires a Level I background check.
