POSITION DESCRIPTION: Implements procurement processes necessary to acquire professional services contracts; ensures accuracy of advertisements in Procurement Development Application (PDA), including work type selection, coordinates the contracting and administration processes needed to meet professional services contracting requirements. 

Communicates consultant’s issues to immediate supervisor. Guides project/contract managers on proper contracting processes. Advises regarding the preparation and maintenance of the Consultant Acquisition Plan. Verifies availability of funding with appropriate sources at time of advertisement and execution. Confirms the responsiveness of consultants’ letter of response or technical proposal submittals for advertisements or request for proposals. Oversees the preparation of the request for proposal document. Oversees the preparation of shortlist and final selection packages. Ensures that negotiations are handled in accordance with procedure and manuals. Implements and monitors timeliness and quality control processes for contracts, amendments and procurement documents. Oversee the coordination and scheduling of any procurement related meetings in accordance with procedure. Participates in statewide meetings, conferences and training, as required, to perform job responsibilities. Conducts training as needed. Coordinates Procurement and administrative actions with the Department's Equal Opportunity Office to encourage utilization of qualified Disadvantaged Business Enterprises (DBE), Minority Business Enterprises (MBE), and small business firms. Assists with coordinating and presenting regularly scheduled meetings designed to inform vendors how to do business with the department. Assists in establishing work unit objectives and action plans. Participates and provide administrative and outreach support services that result in utilization of qualified DBE, MBE, and small businesses. Participates in contract mediation and protest settlement actions by compiling, organizing and submitting protest information as directed. Participate in good faith effort committee meetings and depositions regarding protests as required. Coordinates and provides status of protest information to Florida Department of Transportation staff and appropriate contractor as required.

 

Reviews the Negotiations Preparation Checklist prior to initiating negotiations. Reviews, evaluates, and analyzes consultant audit package submittals. Schedules, plans, and conducts contract fee negotiation meetings. Audits fee proposals and performs cost analysis for reasonableness and compliance. Prepares and plans negotiations strategy in conjunction with Project Manager. Conducts contract negotiation meetings for complex projects. Compile Procurement Related data.

 

Participate in procedure reviews and changes by independently reviewing and interpreting new and existing procurement policies/procedures. Coordinates the implementation of quality assurance review and recommendations to existing processes, as applicable. Serves as the District Consultant Invoice Transmittal System (CITS) Administrator, grants CITS access to project/contract manager, Financial Services and Procurement Services staff. Monitors status of errors in cost redistribution tables. Advises project/contract managers and consultants on the resolution of CITS issues. Oversees and ensures that contract activity, documentation and information are timely and accurately recorded into the various business data management systems, as required, i.e. Procurement Development Application (PDA), CITS, and the Florida Accountability Contract Tracking System (FACTS).

 

Enters all required data into the Consultant Invoice Transmittal System (CITS) in an accurate and timely manner. Enters and maintains required information in the Florida Department of Transportation Florida Accountability Contract Tracking System (FDOT FACTS). Prepares complex consultant agreements, complex contract amendments (including supplemental amendments, time extensions, changes in scope of service, certification of completion), and task orders (if required) in accordance to procedure and guidelines. Ensures that the necessary contract terms and language are included, and the appropriate method of compensation is utilized. Ensures proper budget is available and secure funds commitment/approval prior to execution of the contract document.

 

KNOWLEDGE, SKILLS AND ABILITIES:  Ability to interpret procurement rules, procedures, statutes, and guidelines related to contracting. Ability to communicate effectively and appropriately both verbally and in writing. Knowledge of word processing, spreadsheet, internet, database and personal computer applications. Skilled in various procurement methods, contract types, and contract requirements. Skilled in reviewing documents for accuracy and completeness. Ability to establish and maintain effective working relationships. Ability to exercise independent judgement and complete assignments and meet deadlines with minimal supervision. Ability to research and analyze data. Ability to understand and perform basic math calculations. Ability to plan, organize and prioritize assignments. Skilled in problem-solving techniques. Skilled in contract negotiation techniques.

 

MINIMUM QUALIFICATIONS: An associate's degree from an accredited college or university and three years of direct procurement experience; or a bachelor's or master's degree from an accredited college or university with one year of procurement experience. Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education. Florida Certified Contract Manager (FCCM) or Engineering Intern (E.I.) license can substitute for 2 years of experience.
