POSITION DUTIES & RESPONSIBILITIES:
This position is a professional position that provides direct supervision of HIV (Human Immunodeficiency Virus) Linkage and Re-Engagement Specialists and/or HIV Navigators of the Test and Treat Program (T&T) under the Division of Communicable Disease of the Broward County Health Department.
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
Ensures staff understands and operates under the established departmental policies and procedures, Test and Treat Protocol, Florida Statutes and administrative codes.
Assigns work to employees and delegate’s routine responsibilities. Schedules routine and emergency coverage for team members and other staff. Provides initial orientation, ongoing training and professional development for new and experienced employees that will contribute to employee’s knowledge and skill level in the areas of case management, including data entry, and the entire disease intervention process. Coordinates and supervises staff T&T activities daily. Monitors employees work product and performance through observational interviews, counseling sessions and field visits. Ensures staff utilize assigned internal and external systems (Test and Treat Module, Linkage to Care Database, along with the STARS (Surveillance Tool and Reporting System) database to aid in the employee’s case status, workload, and reporting. Ensures the accurate and timely disposition of cases in all the above databases. Reviews employee’s cases, field records, and other program documents to ensure completeness, accuracy, and timeliness of case management.
Conducts quarterly meetings with Test and Treat providers to address success, barriers, and opportunities for improvement. Incumbent will be responsible for answering the Test and Treat hotline. Ensures monthly statistical outcomes with each member of the team by reviewing and analyzing case reports and records. Ensures staff meets performance criteria; and provides recommendations for best practices and areas of improvement through the monitoring and evaluation of the staffs work products. Provides prompt oral and written feedback detailing strengths and areas of improvement to the employee. Provides program and staff performance updates to the Test and Treat Program Director and Communicable Disease Director. Performs mid and/or end of the year employee evaluations by established due dates.
Oversees staff to ensure they engage persons diagnosed with HIV and provide immediate linkage to HIV care and initiation of antiretroviral therapy at the time of diagnosis and/or returning to care after gap in services. Ensures staff assist clients with eligibility determination for Part A, Part B and ADAP eligibility and linkage to ongoing HIV care and support services which includes case management. Ensure staff exhibits professionalism and always maintains confidentiality when addressing clients, medical and non-medical providers; and agents of agencies providing services to clients.

MINIMUM QUALIFICATIONS:
- Willing to work before, during, and/or beyond normal work hours or days in the event of an emergency. This may include working in a special needs or Red Cross shelter, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
- Experience linking HIV positives individuals to care.
- Experience conducting field visits for STD partner services.
- Experience using STARS (, Surveillance Tool and Reporting System) Provide Enterprise, Linkage and Test and Treat database.
- Experience as an LRS (Linkage and Retention Specialist).
- Experience in creating Labs in STARS.
- Able to work unconventional hours and weekends to meet the agency and client’s needs.
- Currently an employee with the Department of Health.
- Valid driver’s license free of major infractions and willingness to drive county vehicles/recreational vehicles.
PREFERRED QUALIFICATIONS
- Experience as a lead or supervisor in a Test and Treat Program.
