This is a temporary position with full-time hours and duties associated with COVID-19 response. 

This position required to work at testing and Immunization sites located throughout Broward County at local parks -outdoors under a ventilated tents.


This is an OPS (Other Personal Services) positions and as such no paid time off is offered. Health benefits will be offered for full-time employment.  OPS employees are eligible to participate in a deferred compensation plan.

Description of Duties

To increase testing for COVID-19, the Government has significantly increased the number of centers where members of the public can be tested and receive immunization.
We are seeking to recruit Site Managers to lead the overall management of the Local Testing/ Immunization Sites located at designated sites throughout Broward County. Candidate will be responsible for leading our a team in creating developing a culture of community support and involvement. Includes: supervise and adjust operations organization and tactics as needed, based on changes in incident situation and resource status. Administer and/or apply agency policy, contracts, and agreements. Ensure the safety, welfare, and accountability of assigned personnel.


Beginning Day Operations (or prior during Supply Pre-Position)

  • Arrive at assigned POD site one hour before scheduled event
  • Assure that POD stations, tables, chairs and signage is set up according to previously designed floor plan to promote an efficient flow pattern.
  • Receive emergency kit and other supplies from courier.
  • Provide any needed “just in time” training for assigned POD staff.  Give POD set-up assignments according to individual designated positions, providing copy of Job Action Sheet, if needed.
  • Assure POD stations/exam rooms are adequately set up and stocked with equipment, supplies and vaccines in time for scheduled opening.    


  • Knowledge, Skills, and Abilities
  • Directly responsible for the overall management of the testing operation
  • Manage all activities and outputs of the local Testing or Immunization site, ensuring the safety of all staff and service users
  • Ensure timely preparation and submission of all reports and returns as required
  • Ensure the supply of test kits and PPE, managing ongoing inventory
  • Read and interpret directives and documentation issued
  • Carry out instructions provided in a written, oral or diagram form
  • Problem-solve and create solutions to complex problems
  • Record keeping and ensuring safety regulations and procedures are adhered to
  • Manage personnel resources and train and motivate the team to deliver service excellence
  • Undertake training on hand washing and ensure personal hygiene is maintained to a high level and correct PPE is always worn
  • Understanding of Regulatory Requirements
  • Strong leadership skills; ability to lead people and manage tasks.
  • Decisive; able to make decisions in stressful or crisis situation.
  • Highly effective communicative skills effectively with your team and customers.
  • Management abilities; organize numerous complex tasks simultaneously involving many different people.

Qualifying Questions:


  • One to three years' experience managing a service-focused team.
  • Proven ability to deliver results in a high-service healthcare environment (preferably a fast-paced, service based, efficiency driven background).
  • Experience working in a medical, clinical or health environment.
  • Knowledgeable of  PPE practices on (don) and remove (doff)  per company protocol.
  • Ability to work a flexible schedule including early morning, weekends, and holidays.


Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
