The Work You Will Do:

This is an entry to intermediate-level engineering position the department’s Permitting program. This position is tasked with reviewing and drafting permits, denials and other agency action for solid waste management facilities, wastewater treatment and disposal facilities, potable water systems, stormwater treatment, and other programs. Assists staff in enforcing permit conditions and applicable rules and regulations. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

Where You Will Work:

South District - The South District Office is located in Fort Myers. Fort Myers is popular for its great beaches that line the Gulf Coast, shopping and fishing.  Attractions include the historic Henry Ford and Thomas Edison estates, downtown Fort Myers, with its many restaurants and nightlife, as well as nearby Naples and the islands of Captiva and Sanibel. It is a sports enthusiast haven as the Spring Training home of the Boston Red Sox and Minnesota Twins. The South District covers 8 counties (Lee, Collier, Charlotte, DeSoto, Sarasota, Hendry, Glades and Highlands).

Your Specific Responsibilities:

 

Permit Processing

In general, this position conducts reviews of low-complex applications, reports and file/data reviews.

  • Reviews and evaluates permit applications for conformance to applicable regulations. This includes, but is not limited to: reviewing reports, well designs, technical guidance and other documents, and rules.
  • Writes permitting and correspondence and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules, timeframes and Department guidance and procedures.

 

Compliance Assistance and Outreach

In addition to the permitting responsibilities, the incumbent will assist the compliance staff conduct inspections and monitoring data review.

  • Supports, participates, and/or assists staff in the execution of compliance assistance for the regulated community.
  • Assists with public outreach and training events.
  • Provides regulatory assistance for and cooperates with engineers, geologists, government officials, representatives from other regulatory agencies and the general public.

 

Database Management

The position maintains databases of pollution control projects.

  • Ensures the data entry corresponding to all assigned projects is entered into the department's databases.
  • Receives and enters citizen complaints into a complaint tracking system.

 

Training

The position develops and maintains the essential skills needed for determining technical capabilities and regulatory requirements for pollution control systems.

  • Completes the training plans developed for the position.
  • Participates and assists with internal training events/activities to develop essential skills. This includes participating in safety events, job shadowing, on the job training, and team building initiatives as directed by management.
  • Is a self-advocate for training and partners with appropriate district staff to learn about multiple DEP program areas.

 

Performs other duties as assigned

Required Knowledge, Skills, and Abilities:

  • Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area.
  • Knowledge of engineering design, construction, production and/or operations.
  • Skill in using engineering tools, equipment and/or instruments.
  • Ability to interpret and understand engineering design and monitoring laboratory analysis and procedures.
  • Ability to analyze and interpret engineering design, calculations and data.
  • Ability to solve problems relating to engineering.
  • Ability to perform engineering inspections.
  • Ability to plan, organize and coordinate work assignments to meet district, program and department goals.
  • Ability to communicate technically, effectively and professionally, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to accept training and mentoring.

 

Preferred Qualifications:

  • Engineer Intern with the State of Florida.
  • Multilingual in English and Spanish, Creole or German.

 

Required or Preferred Qualifications

  • Bachelor’s degree in a natural or physical science or engineering from an accredited college or university; or any combination of post-secondary education and/or verifiable related experience for a total of four years
  • The ability to successfully complete a Level 2 State and National criminal history background check.

 

Other Job-Related Requirements for this position: 

  • Valid Driver License
  • Travel is required, including overnight.

 

Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 (C) FLEX Schedule. This position is not eligible for teleworking.
