This is a Career Service Environmental Specialist II position working for the Lee County Health Department.
This is a skilled paraprofessional position that acts a lead inspector of the water programs of the Environmental Public Health Department. This position performs technical assignments completing environmental water sampling, inspections, investigations, public notification, public water system design review, public health education, internal program training, and program tracking. This position performs duties in the Public Swimming Pool, Mobile Home Park, Well Surveillance/SUPER Act, Harmful Algal Blooms, Healthy Beaches, and other Drinking Water programs. The incumbent in this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, Florida Administrative Code.
Conduct water sampling and sample result reporting for the Healthy Beaches program in accordance with program standards. Communicate beach sampling results to the appropriate staff members and facilitate public notification per state program office guidance. Organize and maintain program result documentation. Maintain training and updates on beach program policies and procedures. Train new employees, provide refresher training, and program update trainings to appropriate staff members as needed. Facilitate interoffice communication of beach data between the laboratory and the Florida Department of Health in Charlotte County (FDOH-Charlotte).
Conduct duties to assist with the supervision of Private, Multifamily, and Limited Use Public Water Systems regulatory requirements of Chapter 64E-8 F.A.C. Process and complete water system variance applications, conduct sanitary surveys/inspections, complete water system plan reviews, evaluate water system treatment and distribution systems, collect water samples, evaluate lab test results, investigate waterborne disease outbreaks or other emergency response actions for all water systems, including conditions associated with bacterial/viral, chemical, and radiological contaminants. Complete public notification for systems with confirmed contamination. Conduct enforcement actions against non-compliant public water systems. Process, review, and issue permits for construction, repair, or operation of Multifamily and Limited Use Public Water Systems. Assist in program training when necessary.
Conduct monthly, quarterly, or as needed compliance sampling for systems regulated under Safe Drinking Water Act (SDWA) in accordance with the provisions of Chapters 62-550 FAC and 62-555 FAC and National Environmental Laboratory Accreditation Conference (NELAC) standards. Assist in program training when necessary.
Conduct and track activities of the Well Surveillance Program in responsible areas. Responsibilities include assisting DEP in assessing the priority for contaminated site cleanups, responding to petroleum and dry-cleaning solvent spills, evaluating risk assessments, preliminary data research, conducting samplings, interagency and costumer communication, and monitoring DEP installed filter systems when required.
Regulate and enforce the laws and rules of the Public Swimming Pool Program to reduce the transmission of disease and injuries to the patrons of public swimming pools and bathing places through engineering controls, routine health and safety inspections, water sampling, and education per Ch. 514 F.S.; Ch. 381.006(13); Ch. 64E-9 Florida Administrative code (F.A.C.); and Florida Building Code. Complete inspection form accurately and completely. Submit copy of inspection to owner/management company either in person, by fax, email, or regular USPS mail. Submit inspection report to environmental supervisor for review. Inform owner and/or management company of violations noted during inspection. Perform reinspections as needed, following stated time frame. Assists in program training when necessary.
Mobile Home/RV Park Program: Regulate and enforce the laws and rules pertaining to approved water and sewer connections, conditions propagating sanitary nuisances, and overcrowding to prevent environmentally transmitted disease per Ch. 381.006(13) F.S.; Ch. 513 F.S.; and Ch. 64E-15 F.A.C. as assigned.
Review updated Harmful Algae Bloom data, post public notification signs within the area when directed by program supervisor or lead.
Complete complaint investigations duties of research, inquiries, observations and site investigations. Complaint investigation actions can include, sampling, reporting, educational services as well as enforcement and/or abatement actions.
Performs other duties as assigned.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):
- Bachelor's degree from an US accredited college or university with a major in one of the physical or natural sciences or engineering or doctorate for an US accredited college or university in one of the physical or natural sciences or engineering.
- Positions in the Department of Health responsible for performing environmental health and sanitary evaluations in a primary program are of environmental health require certification in accordance with Section 381.0101, Florida Statutes.

- Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. “Emergency duties may also include in-state and/or out-of-state deployment.”
- Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
