*This is an open fulltime SES (Select Exempt Service) Environmental Supervisor II position at the Department of Health in Lee County.*

 

This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.

 

This position provides supervision of a team of Environmental Health and Engineering Professionals performing a range of duties related to Florida Department of Health’s clean water programs. These programs include running the NELAC certified FDOH Lab, collection and assessment of water samples, healthy beaches program, limited use well permitting and assessment, SUPER Act Well Surveillance, harmful algae blooms, and public swimming pools. This position is responsible for the oversite of data analysis and entry, review of engineering applications and permit issuance, inspections of pool and limited use wells, confirmation of public notification, sample collection, and enforcement of regulations. A working knowledge of these programs and all related rules and regulations including Florida Administrative Codes (FAC) 20.43, 62-550, 64E-8, 40E, 64E-15, and 64E-9 Chapters 381 & 154 Florida Statutes, which are necessary to perform the required duties. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions.

 

Limited Use Public Water Systems, multi-family water systems, and private water systems.  Definitions for these systems and statutory authorization are found in section 381.0062 of the Florida Statutes. Chapter 64E-8 FAC establishes the rules to implement the statutes. It includes setback standards for private water systems, construction standards for multi-family water systems, and construction and operation standards for limited use public water systems. 

 

Ensures Limited Use Well sample data is entered into state database(s). Reviews reports and tracks monitoring mechanism to verify samples are submitted on time. Properly record results of analyses in correct monitoring schedule logs and file documents in correct files with updated progress sheets. Maintain meticulous records for Department of Health (DOH) program reviews. 

 

Review CWS laboratory bacteriological and chemical reports for quality. Verify results are recorded properly and entered the state database. Contact facilities for additional information if reports are incomplete. Call facilities for notification of sampling a minimum of two weeks prior to due date. Review Consumer Confidence Reports (CCR) to verify the correctness of the content according to FAC. Record enforcement action of CCR approval and certification.

 

Supervises direct reports including motivating, training, providing guidance, and direction.   Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and discipline action, if needed.  Maintains vacation and work schedules to ensure proper coverage and completes timesheets.  Ensures all staff complete required training and are offered additional training.   

 

Laboratory Technical Manager, overseeing laboratory staff and daily operations.

 

Collaborates with Environmental Health and Engineering managers and supervisors to ensure quality standards are met when their EHE programs staff will cross train and specialize in, including but not limited to mobile home park inspections, public pool inspections as per FAC 64E-9. Track inspection quantity and quality and provide reports to the Environmental Manager.

 

Direct compliance and enforcement in investigating and evaluating complaints and non-compliance issues related to job specific programs.

 

Interpret Florida Statutes and Florida Administrative Codes related to supervised programs. Serve as program supervisor and formulate program policies and procedures.  Make recommendations to Environmental Manager-SES.

 

Coordinate with local and state agencies on job specific projects.

Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

  • Per Florida Administrative Code 64E-1: The National Environmental Laboratory Accreditation Program (NELAP) Certification requires a lab must meet the National Environmental Laboratory Accreditation Conference Institute’s (TNI) Standards. TNI Standards (5.2.6.1 (c), Technical Manager Qualifications): “Any technical manager of an accredited environmental laboratory engaged in microbiological or biological analysis shall be a person with a bachelor’s degree in microbiology, biology, chemistry, environmental sciences, physical sciences or engineering with a minimum or sixteen (16) college semester credit hours in general microbiology and biology; and/or
  • A master’s or doctoral degree in one of the above disciplines may be substituted.
