Position Overview and Responsibilities:
The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.
This position is a highly independent administrative support position responsible for continued development, implementation, and effective management of key processes and programs within the District’s Regulatory and Business Planning Programs. The incumbent is expected to conduct organizational evaluations of office procedures, provide technical assistance and aid in the development of procedures to assist the South District to operate more efficiently and effectively. The incumbent is expected to work closely with the District Director, Assistant Director (CAP), Permitting Program Administrator, and Business Planning Administrator and others in carrying out assigned duties. The incumbent is also exected to work with and apply the principles of Continuous Improvement to reduce waste, improve processes, and provide services that add value to all customers.
Cash Receivable Accounting (CRA) System / Accounts Receivables
Responsible for South District’s accounts receivable activities, including receipt of checks for applications fees and penalties. This position is responsible for safeguarding South District’s checks until the checks are deposited. Enters all receipts into the Cash Receivable Accounting System (CRA) and reconciles receipts on daily and weekly basis for required reporting to Finance and Accounting. Processes incoming funds (such as penalties, subpoenas, copies, reimbursements, restitution, permit application fees, etc.) and links the checks in CRA to the permit applications in PA, WAFR, and DARM. Processes refund requests and tracks all accounts. Assists with data entry and technical support to programs for Department’s Permit Application (PA) System, Legal Case Tracking (LCT), and other program specific tracking systems as needed. Responsible for the strict adherence to the written revenue processing policies. Utilizes accepted accounting procedures, and at all levels. Assists users as necessary with data retrieval. Serves as liaison to Tallahassee for data entry responsibilities. Processes fee requests and check returns. Generates code changes and corrections requested from program staff. Research checks as to the related program area, add-on fee, site numbers and accuracy of OGC case numbers and notes such information into the CRA system.
Travel and Training
Coordinates travel and training for all staff in the South District. Coordinates, prepares and processes travel authorizations and reimbursements utilizing the State Travel Management System (STMS). Assists senior management with planning and logistics related to meetings hosted by South District. Assists South District Staff with the coordination of meetings, teleconferences, presentations, vehicle reservations and accommodations as needed. Maintains a working knowledge and current understanding of all policies, procedures, and approval requirements relating to travel. Acts as one of the District’s Training Liaisons. Works with leadership on staff training requests and coordinates timely approvals and travel authorizations. Tracks staff trainings events in the People First Learning Management System (LMS).
Procurement
Coordinates purchasing and procurement of commodities and services for all staff in the South District. Researches product and vendor information using the MyFloridaMarketPlace (MFMP) eProcurement system. Prepares invoices for payment in MFMP. Manage contracts for office equipment (Copiers, postage machines, FedEx etc.). Maintains a working knowledge and current understanding of all policies, procedures, and approval requirements relating to purchasing goods and services. Works directly with vendors to resolve purchasing issues and maintains professional relationships with all vendors. Ensures office supply inventory is maintained, equipment needs are fulfilled and follows all purchasing requirements.
Works with leadership to order appropriate field gear for staff in the South District.
Conducts purchase card (P-Card) reconciliation activities for staff utilizing P-Card Works.
Budget/Logistics
Serves as a reviewer for the South District’s P-Card program and provides purchase support. Assists Budget Coordinator with FY budget preparation, P-Card activities, and encumbrance reporting. Accurately enters all P-Card expendatures, monthly MFMP payments and WEX payments into expense tracker. Routinely processes South District charges in the P-Card Works and provides assistance to South District staff in processing charges in P-Card Works. Coordinates all accounts payable activities for the South District. Responsible for coding and processing of all invoices for payment within specified time requirements, which includes ARIBA requisitions, travel, P-Card transactions, and miscellaneous reimbursements. Manages South District Cell Phones and completes monthly wireless call certificates. Coordinates repair activities on South District property/equipment.
Fleet Management
Interfaces directly with vendors regarding fleet repairs, preventive maintenance, recalls and tire replacements. Assists with fleet and WexCard transactions, property and records management functions as needed. Interprets and stays current on all policies and procedures relating to fleet purchasing and travel. Coordinates data entry of district vehicle logs into OCULUS and FleetWave. Coordinate the maintenance and repair of the South District’s fleet as requested. This includes scheduling appointments and transporting vehicles to and from repair shops and car washes. Performs monthly Vehicle Inspection Audit utilizing appropriate forms and checklists (i.e. check oil levels, transmission fluid levels, tire pressure, record tire tread depth using tread gauge, document tire date stamp). Performs monthly Vehicle Log Audit utilizing OCULUS and WEX, ensuring compliance with departmental policies and procedures. Ensures vehicles are safely equipped for necessary transportation, including proper maintenance of vehicles, and repairs are completed on an as-needed basis. Acts as liaison between the Department of Financial Services and DEP’s Finance and Accounting section, ensuring any charges made on WEX cards correspond with appropriate documentation.
Provides fleet reservation oversight. Provides continuous training for staff on fleet related processes and procedures.
Permitting and CAP Support
Maintains working knowledge and current understanding of the Compliance Assurance Program (CAP) and Permitting Program functions, databases, and processing needs. Provides assistance in executing COOP office preparations and response.
General Administrative Support Functions
Assists and backs up other Business Planning team members, as-needed. Coordinates with Business Planning staff and South District Management to ensure all aspects of document processing and communications are addressed. Monitors incoming email in boxes for compliance submittals, logs into appropriate database and routes accurately.
Prepares and completes final enforcement documents for issuance / execution, database updates, and uploads into Oculus. Assists customers, provides complaint or enforcement status updates to the public. Coordinates these CAP activities with other Business Planning and professional staff to promote efficiency and streamlined workflow within a team setting. Provide other assistance to CAP program, including preparation and completion of final CAP documents for OCULUS entry and issuance for electronic and/or traditional postal service mail. Participates in outreach activities as required.
Concierge Phone
Serves as a backup to BPA/Concierge Team by providing coverage during breaks and scheduled leave.
Other Duties
Assists with special projects, which may be related to general team projects, specific time-oriented tasks or general duties as they relate to the Business Planning and overall South District needs. Perform other duties as assigned.
Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 This position is not eligible for teleworking.

Minimum Qualifications:
- At least 2 years of verifiable related experience in administrative/fleet/permitting or other professional related experience. Post-secondary degrees from an accredited college or university with a major in communications, public administration, or a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- The ability to successfully complete a Level 2 State and National criminal history background check.
- Valid Driver License
- Travel is required, including overnight
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

- Knowledge of the Department’s Permitting and CAP database systems and processes.
- Knowledge of writing/reviewing/enforcing standard operating procedures.
