The Work You Will Do:

This Law Enforcement Lieutenant serves in the Division of Law Enforcement’s Environmental Crimes Unit (ECU). The incumbent conducts criminal, intelligence, and other types of investigations that threaten the environment or the public health and safety, in support of the Florida Department of Environmental Protection’s mission. The work requires independent judgment and the ability to apply technical law enforcement knowledge with limited supervision, and requires travel, sometimes on short notice, necessary to fulfill the duties of this position. The incumbent plans, directs, and coordinates the activities of law enforcement staff located at multiple field offices. This position has been identified as emergency Mission Essential Personnel and may be required, on short notice, to perform duties and travel in support of emergency efforts.

The Division of Law Enforcement is responsible for enforcing the environmental laws and responding to incidents where environmental impacts are reported or discovered. Special agents are responsible for the investigation of environmental crimes and natural resource violations. Division responder staff provide technical and on-site assistance to ensure threats to the environment and human safety are quickly and effectively addressed. The division works with local public safety agencies and emergency response contractors to minimize threats to the environment.

Where You Will Work:

The incumbent must live within 50 miles of one of the following district offices: Ft. Myers (Lee County) or West Palm Beach (Palm Beach County), FL. Fort Myers is popular for its great beaches that line the Gulf Coast, shopping, and fishing. Attractions include the historic Henry Ford and Thomas Edison estates, as well as nearby Naples and the islands of Captiva and Sanibel. It is the spring training home of the Boston Red Sox and Minnesota Twins. West Palm Beach is Palm Beach County's cultural center. Its active downtown stretches from a scenic pier on the Lake Worth Lagoon to a waterfront Great Lawn. Dozens of local beaches provide easy access to both the Atlantic Ocean and the Intracoastal Waterway. It is the spring training home of the Washington Nationals and Houston Astros. Several state and national parks are in the immediate vicinity.

Your Specific Responsibilities:

The duties of this position require a constituted state law enforcement officer (pursuant to 943.1395, F.S.) certified by the Criminal Justice Standards and Training Commission, empowered to enforce all laws of the State with full powers of arrest. Responsibilities are to protect life, limb, and property on the lands of the State. Enforce environmental laws, federal rules and regulations, and state rules and regulations. This includes, but is not limited to, environmental investigations. This position investigates alleged violations of resource laws, seizes evidence, makes arrests, and testifies in court. Provides general police protection for citizens and visitors who use the lands, and state parks in the State of Florida. This position assists other agencies, upon request, in controlling and securing areas during disasters, hurricanes, fires, etc. and is subject to call 24 hours a day, 7 days a week.

 

This is a law enforcement position in the Division of Law Enforcement's Environmental Crimes Unit, South Section. This position will spend majority of time supervising Investigators and assists in Emergency Response functions. Will communicate, motivate, train, and evaluate on the direct work performance, and is responsible for time and attendance of subordinates. Performs supervision and coordination of environmental investigations, evaluation and solving serious law enforcement problems, the administration of policies and procedures, personnel matters, and evaluations of investigations. Conducts investigations into and assigns environmental investigators to investigate criminal violations of environmental laws, regulations, and citizen complaints. Provides feedback when requested regarding solutions for modifying and drafting regulations. Investigates the backgrounds when applicable of those suspected or involved in environmental crimes, assigns the inspection of facility sites for correspondence, compiles enforcement reports, and coordinates efforts through the Investigators. The incumbent coordinates field investigations relating to environmental crimes and ensures communications is relayed to field operation regions. Ensures compliance with environmental regulations. Efficiently directs subordinates in the enforcement of environmental regulations. Maintains working knowledge of and relationships with stakeholders in assigned areas. Provides guidance on in-depth inspections, complex investigations and assists investigators with developing and evaluating operational plans, inspection schedules, case reviews and communicating investigative progress to the captain in a timely manner.

 

This position requires the incumbent to ensure all training relating to environmental investigations are completed and up to date to include but not limited to: professional development of investigative techniques training and/or refresher classes (e.g. investigative techniques, interviews and interrogations, covert investigations), mentoring manuals, as well as assisting in the development of subordinate work-plans and performance expectations in order to conduct performance evaluations. Assist with conducting and coordinating training for the Statewide Environmental Program.

 

Ensures all reports and logs (e.g., activity, vehicle, and extra-duty), timesheets, travel documentation and schedules are completed accurately and in a timely manner.

 

The incumbent has the dual responsibility of supervising his/her districts and supervising the FTA Program of the probationary new Agents assigned to him/her. The incumbent's duties include original assignment of FTAs for each new agent. This position upon approval, requires completion of an approved 80-hour First Line Supervision Course within the first year to participate in the Field Training Agent (FTA) Program. The incumbent will follow the policy and procedures outlined in the FTA manual.

Required Qualifications:

  • Current Law Enforcement Officer certification for the State of Florida, the federal government, or another state in the U.S.
  • Four years of law enforcement experience is required. College education from an accredited institution can substitute at the rate of 30 semester hours for a maximum of one year of required experience.

 

Other Job-Related Requirements for this position: 

  • The duties of this position require a constituted state law enforcement officer (pursuant to s. 20.255 (10), F.S.) certified by the Criminal Justice Standards and Training Commission, with full power to investigate and arrest for any violation of the laws of this state.
  • This position also requires a Physical Assessment Test, Oral Board interview, a doctor's physical, a psychological evaluation, and law enforcement background investigation.
  • The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes, and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.
