The Work You Will Do:
Materials Specialist- Concrete Prod / District One Materials / Fort Myers Materials office
This position will:
- Review ready-mixed concrete production facility quality control plans for acceptance and perform plant inspections to ensure the plants are following FDOT specifications and using FDOT-approved materials.
- Perform Federally mandated Independent Assurance (IA) evaluations on technicians performing sampling and testing of structural concrete.
- Support FDOT Construction personnel by performing project reviews of ongoing projects that contain structural concrete and providing technical support to project personnel.

Your Specific Responsibilities:
Inspect component materials for compliance with Florida Department of Transportation (FDOT) specifications. Inspect completed material or component for compliance with Florida Department of Transportation (FDOT) specifications. Inspect facility and operation for compliance with their Quality Control (QC) plan and specification requirements. Document and report findings.
Perform Independent Assurance evaluations as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
Review Quality Control plans, Construction plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Coordinate the review of the Materials portion of the Contractor’s QC plan. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.
Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings.
Perform field and/or laboratory testing in accordance with the applicable Florida Sampling and testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society of Testing and Materials (ASTM) test methods. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order.
Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.
Analyze materials data for contract and procedural compliance. Take timely action to correct any errors in the data. Actively facilitate the notification of stakeholders of failures or negative trends.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Knowledge of the concepts, terminology, principles and analytical techniques of concrete.
- Knowledge of engineering design, construction, production and/or operations.
Skills in:
- Skill in using engineering tools, equipment and/or instruments.
Ability to:
- Ability to operate a personal computer for word processing, spreadsheet, a database applications.
- Ability to analyze and interpret engineering data.
- Ability to solve problems relating to engineering.
- Ability to perform technical engineering inspections.
- Ability to apply engineering quantitative techniques.
- Ability to plan, organize and coordinate work assignments.
- Ability to communicate engineering information effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to pick up to 50 lbs. and move around uneven terrain without assistance.
Minimum Qualifications:
Prior experience operating a personal computer for word processing and spreadsheet. High school diploma or equivalent.
Other Job-Related Requirements:
- Must possess or obtain and maintain the following qualifications: Concrete Field Technician Level I. Must pass or have passed the written examination for the Concrete Batch Plant Operator qualification. Must have a valid class "E" Florida driver's license. Employee will be required to be responsive to emergency situations within a very short timeframe and serve in the Transportation Emergency Management Team (TEMT).
This position requires a valid Class “E” driver license with an acceptable driving record in accordance with the Department's Driver’s Record Requirements Policy. An unacceptable driving record is defined as any of the following:
- three (3) or more moving violations in the past three (3) years that accumulate three (3) or more points per violation;
- any two (2) convictions of reckless driving in the past three (3) years;
- a suspension or revocation of the driver license for moving violations in the past three (3) years; and
- a suspension or revocation for refusal to take a sobriety test, or any suspension or revocation for a DUI conviction, in the past four (4) years
