Position Overview and Responsibilities:
The Program Administrator for South District’s Business Planning Program is a professional, administrative, and supervisory position responsible for the everyday management and direction of the district’s business activities and regulatory support functions. The position is responsible for the overall effectiveness, integrity, and accountability for the district’s business operations, including Administrative Services (budget, facility, property and fleet management, procurement, human resources, safety, etc) and district approved Technology and Information Services for the South District Office. This position is delegated specific authority by the district director to act on behalf of the district director subject to specific statutory, rule or policy limitations. Spends majority of their time communicating with, motivating, training, and evaluating employees: and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Reviews timesheets and leave requests.
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conducts, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Chapter 112.311, F.S., requires incumbent to file Statement of Financial Interests within 30 days of appointment and annually thereafter.
Leadership and Management
Acts on behalf of the district director to assure that routine administrative operations in the district are performed successfully and smoothly. Routine operations include maintaining district’s budget within statutory criteria and division guidance, providing appropriate and timely responses to division and leadership team requests, coordinating with district leadership to ensure timely and effective actions are completed. Represents the district director in high level meetings requiring policy level decisions and participation.
Establishes expectations and provides guidance to district Business Planning Program staff to ensure quality, consistency and successful performance of the administrative and technology and information services, and business planning functions in the South District. Prepares reports for management review within the program and for the district director on the implementation of program goals and agency requirements. Ensures that the budget and staffing information established in the agency’s computer databases is accurate and useful.
Acts on behalf of the district director to ensure personnel services are managed to provide both maximum productivity levels and high employee satisfaction. Implements appropriate principles to assure continuous improvement in the internal operations of the district’s administrative and programmatic services. Establishes consistent appraisal process and evaluation ideology for all district staff, and trains management in its use. Guides managers and serves as division contact for progressive and corrective discipline to address behavioral problems. Ensures that all staff within the district have adequate training opportunities for professional development. Develops and implements strategies to foster a positive workplace culture for all staff.
Develops and maintains effective working relationships with the public, coworkers and other service recipients. Works closely with leadership both in the South District, and in other Districts to ensure statewide consistency. Must be well versed on local and State issues that affect Agency, district, and staff.
Manages staffing for all aspects of Business Planning, including Administrative Services (budget, facility, property and fleet management, procurement, human resources, safety, etc) and district -provided Technology and Information Services.
Strategic Planning and Implementation
Coordinates business analysis both in South District and in other Districts to benchmark permitting performance, staffing levels, best business practices, and compliance and enforcement efforts. Leads analytical staff in formulating and applying mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation and other strategic decisions.
Oversees development and continuation of appropriate metrics for the South District.
Supports organizational studies and evaluations intended to improve and standardize workflows and procedures, process improvements, metric/measurement studies, and prepares operations procedures to assist management in operating more efficiently and effectively. Analyzes data gathered by teams and develops solutions or alternative methods of process; confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures; interviews personnel and conducts on-site observation to ascertain unit functions, work performed, and methods, equipment and personnel used; documents findings of study and prepares recommendations for implementation of new systems, procedures or organizational changes.
Works closely with program staff in the Division of Administrative Services and the Office of Technology and Information Services (OTIS) to keep current with new and proposed statutes and rules and evaluates their impact on District staff and expense requirements. Participates, as needed, in the development of rules, and program procedures and directives with headquarters staff.
Meets regularly with district and headquarters staff to ensure proper transfer of current department procedures and rules to District staff.
Makes appropriate budget recommendations to the district director for annual legislative budget requests related to the administrative and technical services operations.
Promotes safety within the district, and ensures employees have access to appropriate PPE and district emergency response plans. Provides regular updates to the District’s Hurricane and COOP plans to keep current.
Administrative Services
Formulates and makes recommendations to the district director on appropriate policies, procedures, rules relating to the effective fiscal year budget management, finance and accounting processes, personnel services and facility management. Ensures that these sub-programs and activities are carried out by Business Planning Program staff in a professional and timely manner in the district. Responsible for the effective coordination between the district and the Division of Administrative Services.
Ensures effective implementation of performance-based program budget plan at the district level. Stays within annual budget allotted for the district. Ensures that the district’s programs are provided timely updates on the status of the district budget and expenditures.
Ensures effective communication and training to facilitate the district's ability to comply with all administrative requirements and to achieve its affirmative action, equal employment opportunity, and minority business purchasing goals. Facilitates the training and development programs for the district’s management team, including all supervisory staff.
Technical Services
Formulates and makes recommendations to the district director on appropriate policies, procedures, and rules for effective management of technical services in the district. Assures that the district is kept current within budget limits on effective automation and implementation of information resource systems. Coordinates with the Office of Technology and Information Services (OTIS) to ensure effective communication between Tallahassee and the district.
Provides an organized approach to systematically address the maintenance and operation of the district’s computer and data resources in coordination with OTIS.
Mission Essential
The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1.a.,F.A.C. and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.
Other Duties
Delegates above activities to supervisory and professional staff to the extent appropriate, as determined by staff skills and rule/policy limitations. Performs other duties as assigned.
Working hours: (A) Daily from 8 a.m. to 5 p.m. (B) Total hours in workweek 40 (C) Explain any variation in work (split shift, rotation, etc.). Position requires occasional evening meetings, out of town travel.

Minimum Qualifications:
- At least 4 years of verifiable related experience in business, public administration or other related fields. Bachelor’s degrees from an accredited college or university with a major in business, public administration or other related fields may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Maintain a Valid Class Driver's License
- Travel is required, including overnight
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
