Position Overview and Responsibilities:
- The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.
- This is advanced level position in which the incumbent independently performs complex analytical and technical activities with limited supervision. The role involves developing and implementing solutions using the most appropriate platforms, including the Power Platform (Power Apps, Power Automate, SharePoint), ArcGIS (ArcGIS Pro, Survey123, Field Maps), and other agency-supported software. The incumbent is responsible for developing and maintaining computer programs and system software to store, locate, and retrieve documents, data, and information, and may also develop and maintain websites. The position requires sound decision-making skills to evaluate, plan, and integrate data analysis into actionable solutions, strategies, policies, or recommendations. This position reports to the Program Administrator for Business Planning. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
- Primary Responsibilities
- The incumbent will coordinate or install computer programs and system software, and will test, maintain, and monitor computer systems. Responsibilities include determining optimal methods for processing, storing, and retrieving information; compiling and documenting program development and revisions; and updating existing programs to improve efficiency or meet new requirements. The incumbent will consult with leadership to clarify program intent, identify issues, and recommend improvements. Additional duties include writing instructions for operating personnel, applying logical and efficient program development techniques, and providing authoritative guidance on computer systems and software.
- The position also provides end-user support across the organization for various software applications to ensure efficient and effective business operations. This includes troubleshooting applications for internal customers, assisting with the design, and delivery of software training programs, and participating in the full software development lifecycle (researching, designing, coding, testing, documenting, and modifying applications).
- The incumbent will conduct organizational studies and evaluations; design systems and procedures; perform work simplification and measurement studies; and prepare operations and procedures manuals to support management in improving operational efficiency and effectiveness.
- Representative Duties
- Analyze district data for anomalies, trends, and improvement opportunities; determine relevant data and appropriate analytical methods; apply statistical analysis, simulation, and optimization to develop practical solutions; complete impact analyses; advise management on recommended actions; and prepare proposals and reports.
- Critically evaluate information from multiple sources, reconciles conflicts, decompose high-level information into detailed components, and distinguish user requests from underlying needs.
- Initiate system development and process improvements; assess risks associated with change initiatives; recommend and implement mitigation strategies; provide coaching, facilitation, whole-systems analysis, process reengineering, and organizational development services; and evaluate the effectiveness of implemented processes.
- Liaise with the Office of Technology and Information Services (OTIS) to resolve issues related to software products or agency systems.
- Run and monitor software performance tests to identify errors, isolate areas for improvement, and perform debugging.
- Recommend, schedule, and implement software improvements and upgrades.
- Participate in the design, development, and delivery of software development training programs.
- Business Support:
- Build and maintain relationships with key business support partners. Coordinate, plan, and participate in business supports outreach activities as required.
- Performs other related duties as required.
Working hours: (A) Daily from Monday to Friday - 8:00 a.m. to 5:00 p.m. (B) Total hours in workweek 40 (C) Eligible for Flexible Workweek. This position is not eligible for teleworking.
Required Knowledge, Skills, and Abilities:

Minimum Qualifications:
- At least 4 years of verifiable related experience as described above. Post-secondary degrees from an accredited college or university with a major in computer science, information technology, software engineering, or data science may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- The ability to successfully complete a Level 2 State and National criminal history background check.
- Valid Driver License
- Travel is required, including overnight
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
