The Work You Will Do:
CONTRACT SUPPORT SPECIALIST I-DISTRICT 4/DIRECTOR OF OPERATIONS/DISTRICT CONSTRUCTION/FORT PIERCE CONSTRUCTION
This position aids in the delivery of the state infrastructure improvement projects. The position is critical to the tracking and delivery of project documentation. The contract support specialist position plays a critical role in ensuring the agency’s procurement and contracting processes are efficient, compliant and aligned with the organizational goals.

Your Specific Responsibilities:
Performs advanced engineering work by receiving contract documents, supplemental agreements, and unilateral payment packages and checks for accuracy and completeness. Processes these documents by coordinating with the District Legal Department and the District Construction Engineer. Inputs the particulars of each document into the appropriate databases.
Maintains and monitors Encumbrance Status Reports. Coordinates with Work Program and Financial Services Offices for requesting funds authorizations for changes to construction contracts. Verifies such requests conform with parameters established for engineering procedures according to Department standards, Construction Procedures Administration Manual (CPAM) and contract specifications. Inputs and tracks encumbrance requests submitted to the Contract Funds Management System for authorization.
Maintains, updates and monitors various construction databases for supplemental agreements and time extension codes. Produces reports from these databases. Activates contracts in appropriate databases for use by Resident Offices.
Receives pay quantities in electronic format from Project Administrators, processes and tracks estimates through Electronic Estimate Disbursement, Financial Services Office and the Comptroller’s Office of Disbursement. Runs the monthly estimate report.
Coordinates the breakdown of Federal Participation/Non-Participation for Work Orders executed on contingency supplemental agreements for the contract time extension documents. Enters coding into the Construction Automated Reporting System (CARS). Maintains CARS by assuring that the federal participation coding is current and accurate.
Provides support in planning task work orders for authorization of assignments on the district-wide consultant contracts.
Issues Notice to Proceed letters to contractors per Florida Department of Transportation (FDOT) specifications.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- the concepts, terminology, principles and analytical techniques of contract documents, supplemental agreements, work orders, pay quantities, and department specifications
- engineering design, construction, production and/or operations
Skills in:
- using engineering tools, equipment and/or instruments
- the processing of construction related documents and contract administration documents
- the use of a personal computer and department used software applications
Ability to:
- analyze and interpret engineering data
- solve problems relating to engineering
- perform technical engineering inspections
- apply engineering quantitative techniques
- plan, organize and coordinate work assignments
- communicate engineering information effectively
- establish and maintain effective working relationships with others
- instruct construction staff in project administration methods with the contract modification process
Licensure/Registration/Certification Requirements:
- This position requires certification in Final Estimates Level I and Level II through the Construction Training Qualification Program (CTQP). Must obtain within six (6) months and maintain thereafter.
Minimum Qualifications:
- A High School Diploma or its equivalent; 2 years’ experience in a related field can substitute for the High School Diploma or Equivalent.
