Minimum Biweekly Rate of Pay: $2,699.18 Bi-Weekly. (In accordance with current spending restrictions, an internal promotion into the position will be filled at the minimum of the Tier or up to 5% of the employee’s current rate, whichever is higher). 

DESCRIPTION:

Directs and coordinates the overall administrative and professional management of a secure detention facility. The facility must operate seven days a week with twenty-four (24) hours awake supervision, a full services kitchen operation, responsible for offender transportation, custodial/maintenance, purchasing inventory, the Home Detention component, and on-going training for staff.

Responsible for the day to day operations, establishes operating policy and professional standards of the facility in coordination with established federal, state, departmental, regional and district policies and meeting all operational objectives. This includes maintaining records, preparation of meaningful reports and correspondence concerning all aspects of operation and ensuring full compliance with Quality Improvement standards.

Maintains, at minimum, an Acceptable Overall Quality Improvement Rating with a minimum of 75% performance rating and 90% compliance rating and develops action plans to increase annual ratings.  Investigate and make proper reports to necessary authorities involving offender’s complaints of child abuse.  Reviews staff disciplinary actions, grievances and other personnel related matters.                         

Establishes operating policy and professional standards of facility by coordinating with established guidelines by state and regional policies, meeting all operational objectives.  Establishes goals and objectives for the facility and develops strategies to accomplish these goals.  Assures that good leadership/management practices are maintained within the facility.  Reviews all disciplinary actions, request for suspension and dismissals and makes final recommendations for actions to be taken. Makes recommendations for appropriate action in accordance with Department of Juvenile Justice personnel rules and policies.

Holds staff meetings for the purpose of keeping staff aware of changes in policies and procedures. Supervises, trains, monitors and evaluates subordinate staff, inclusive of personnel, training, Administrative Assistant I, education, medical and therapist staff.  Inspects facility periodically for cleanliness, repairs and maintenance, which will make that facility secure and safe.     

Supervision of in-service training for all staff members in health, safety, security supervision and good child care practices.  Investigates, makes proper report, and takes appropriate corrective/disciplinary action on all incidences related to facility operations or client care.  Assures all staff receives pre and in–service training (within budget and population constraints).

Maintains close liaison status with court, law enforcement, intake, mental health, medical, juvenile authorities as well as Juvenile Probation Officers, school officials, the community at large and other professional agencies, and represents agency and the facility in a positive professional manner. Establishes and maintains effective positive programming and quality care for detainees. This includes education, health, mental health, behavioral management problem resolution programming.

Represents the facility at a wide spectrum of meetings with the state, circuit court, and community officials to provide input on a variety of subjects.

Solves problems and conducts appropriate investigative work as it relates to the internal management of the detention center.

Attends various training sessions in order to properly train staff to operational changes and new techniques.

Prepares legislative budget requests regarding staff, operating capital outlay and fixed capital outlay.

Conducts periodic monitoring of expenditures, to assure spending remains in the realm of the approved budget.

Ensures full compliances with all applicable policies, procedures, and federal regulations related to the National School Lunch and Breakfast Program within the facility.

Ensures that clients, members of the public and co-workers are treated with the utmost courtesy, dignity and respect.  Takes all necessary measure to ensure that clients or other members of the public receive all services to which they are entitled in the most expedient manner possible. 

Performs other related duties as required

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of Florida Statutes relating to purchasing regulations and payment of invoices for commodities and services.

Knowledge of methods of compiling, organizing and analyzing data.

Knowledge of problem solving techniques.

Knowledge of various computer software programs including: Microsoft Excel and Word.

Ability to understand and apply rules, regulations, policies and procedures.

Ability to prepare reports and records.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with others.

PREFERRED QUALIFICATIONS:

At least three years of experience working with youth.

At least three years of supervisory and/or management experience. 

At least three years of experience working in corrections or juvenile corrections or providing care, custody and/or control of at risk delinquent or troubled youth.

SPECIAL NOTES:

All prospective candidates will be subject to a sex offender check, criminal background checks (state, local, and national) and pre-employment drug screening for direct care positions.

DJJ participates in E-VERIFY (Employment Eligibility).

When identified on a position description, a valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked

for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable.  Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle.

Positions that include the transportation of youth while performing any work or work-related functions on behalf of DJJ, require: (1) a valid driver’s license; and (2) three-years acceptable driving record as defined in FDJJ Policy 1920.

Successful candidate must be certified in accordance with the Department direct care training policy, and must obtain such certification within 180 days of employment.

For those candidates, not currently in the state system as a direct-care worker for DJJ at the time of application, the top ranking candidate(s) after the interview phase will be required to take and pass an Ergometric’s IMPACT Assessment and Training Test in order to be considered for the direct-care employment opportunity. This test will be used to measure the candidate’s overall suitability for working with juvenile justice involved youth. Test results will be used for a period of six months after initial testing for candidates who reapply during that period for another position for which testing is required.

985.66 FLORIDA STATUTE REQUIREMENT:

Be at least 19 years of age. 

Be a high school graduate or its equivalent as determined by the department.

Not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States.  Any person, who after September 30, 1999, pleads guilty or nolo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication.  Notwithstanding this subparagraph, any person who pled nolo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason.

Abide by all provisions of s. 985.644 (1), regarding fingerprinting and background investigations and other screening requirements for personnel.

Execute and submit to the Department an affidavit-of-application form, adopted by the Department, attesting to his or her compliance with subparagraphs 1-4.  The affidavit must be executed under oath and constitutes an official statement under s. 837.06.  The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree. The Department shall retain the affidavit.
