Your Specific Responsibilities:

This is specialized professional environmental work performing multiple programs including Well Delegation, Onsite Sewage Treatment and Disposal System (OSTDS), Well Surveillance Program, Limited-Use Water Systems, and surface water sampling.  Duties require a thorough understanding of rules, laws, and techniques pertinent to related environmental concerns. This position works under the direction of an Environmental Supervisor II.

 

Performs principle functions of the Onsite Sewage Treatment and Disposal System (OSTDS) program with the duties of reviewing, permitting, and inspecting the design, repair or modification of private and commercial onsite sewage treatment and disposal systems in accordance with Chapter 62-6, F.A.C. Duties also include reviewing, permitting, and inspecting Industrial Manufacturing Systems, Maintenance Entities, Septage Haulers, Pumper Trucks, and Septage Tank Manufacturers in accordance with Chapter 62-6, F.A.C. Conducts investigations of OSTDS sanitary nuisance complaints and determines proper response.  Initiates enforcement actions, prepares evidence, and testifies on behalf of the department as required.

 

Performs lead functions of the Limited Use Water program with the duties of reviewing, permitting, inspecting and collecting bacteriological and chemical water samples for analysis in accordance with Chapter 64E-8, F.A.C.  Investigates related complaints and sanitary nuisances and initiates enforcement actions when necessary. Participates in conferences, meetings, trainings, and hearings concerning public water systems.  Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments' staff, environmental and related professionals, and local governing bodies within the county.  Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set law, policy, and rule.

 

Performs lead functions of the Well Delegation program with the primary duties being permitting, inspecting, related fieldwork, and dealing with the public and the various well and building contractors.  Initiates and monitors compliance and enforcement actions of the Well Delegation Program which may results from inspections or investigations.  Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments' staff, environmental and related professionals, and local governing bodies within the county.  Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set law, policy, and rule. Initiates and follows through on enforcement issues.

 

Performs lead functions in the Well Surveillance/SUPER Act monitoring program which includes sampling, mapping, investigating and dealing with the public with water quality issues related to petroleum contamination. Performs sampling, mapping and investigating of water quality issues related to solvent and pesticide contamination. Performs GIS and GPS related duties in the program. Acts as the lead and liaison of the program between the health department, the DEP, and the Bureau of Water. Responds to requests for assistance and information, and acts as the program liaison with the public, other agencies, other health departments' staff, environmental and related professionals, and local governing bodies within the county.  Assists the supervisor in assuring compliance with the technical and documentation standards for the program as set law, policy, and rule.

 

Performs surface water quality sampling for area beaches and waterways within St. Lucie County.

Investigates sanitary nuisance complaints received from the public or referred by other agencies or governing bodies and as assigned by their supervisor.

Drives a state or county vehicle to facilities for inspections and complaint investigations.

Performs related duties as required by circumstance and client need including emergency preparedness and response.

 

Required Knowledge, Skills, and Abilities:

Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences. Knowledge of data collection and analysis principles and procedures.        Ability to collect, evaluate, analyze and interpret scientific or technical data. Ability to prepare technical reports.  Ability to use personal computers.  Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.  Ability to understand and follow legislative policy direction as established in Florida statutes. Ability to deal with the public in a tactful and courteous manner.  Ability to work independently. Ability to plan, organize and coordinate work assignments. Ability to communicate effectively. Ability to lift 50 pounds. Ability to swim in pools and oceans. Ability to work outside in extreme weather conditions such as heat, cold, high humidity, dampness or chill conditions. Ability to work on slippery or uneven surfaces, in or with moving objects or vehicles. Ability to bend, balance, smell, stoop, reach, kneel, dig or hand auger. Ability to work in poor lighting or with odors. Ability to stand, walk, sit or drive for 3-5 hours at a time in an eight-hour day. Ability to read and interpret color charts. Ability to establish and maintain effective working relationships with others. Ability to utilize problem-solving techniques.

 

Qualifications:

Minimum:

  • Bachelor of Science Degree with 30 semester hours or 40 quarter hours in environmental health, environmental science, a physical or biological science, or public health
  • At least one-year experience working in Environmental Health
  • Valid Driver’s License, if out of state a Florida Driver's License is required within 30 days of hire
  • Certified Environmental Health Professional (CEHP) in the OSTDS Program or willing and able to obtain this certification within 6 months of hire
  • Ability to lift 50 lbs
  • Florida Department of Health is required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
