Your Specific Responsibilities:

This is a responsible professional position that reports to the Title V Children and Youth with Special Health Care Needs (CYSHCN) Nursing Director. This position is responsible for providing programmatic expertise and direction in promoting an integrated, cost-effective healthcare system for children with special health care needs. This position strives to be family-centered and health equitable in approach and is coordinated with departmental and other resources to ensure access to quality, coordinated care. It includes statewide oversight and review of the initiatives and programs within the Title V CYSCN program purview. It includes providing expertise in the planning, development, implementation, and evaluation of initiatives and programs for children with special health care needs.

 

Provide technical assistance and consultation to guide the effective functioning of CMS initiatives and programs; including technical assistance and consultation on a statewide basis to service areas, CMS staff, CMS contracted providers, and CMS administration responsible for their supervision, other state agencies, and healthcare providers involved in the provision of services to children with special health care needs.

 

Conduct performance improvement activities and reviews of the Title V CYSCHN programs. Including but not limited too annual on-site/or desk audits. Analyze quarterly reports submitted by CMS staff or providers, conduct on-site reviews for performance improvement; analyze data to develop an annual report; and maintain oversight of performance measures, goals, and outcomes for assigned program or grants.

 

Provide contract management for assigned Title V CYSCHN programs and initiatives. Coordinates and conducts monitoring reviews to determine compliance with administrative, financial, and programmatic management requirements. Prepares reports and makes recommendations as necessary to correct identified deficiencies and improve operations and service delivery. Monitors contract providers' performance pertaining to assigned contract management responsibilities.

 

Provides programmatic oversight and consultation in all contract areas including, but not limited to, contract negotiations, oversight, and reporting. Assists in budget related activities for assigned contracts.

 

Provides technical assistance related to contract implementation and coordination issues pertaining to contract management to contract providers, CMS Staff, DOH Finance and Accounting staff, DOH Contract Administration Staff, the Department of Financial Services and various auditing organizations including but not limited to the State Auditor General's Office and the DOH Inspector General's Office.

 

Provides policy direction, implementation, consultation, and technical assistance to other DOH, or CMS programs, state agencies, or public/private partnerships with regard to the CMS Program policy for children with special health care needs. Provide assistance in the development of programmatic policies and procedures, grants , legislative initiatives, performance reports, performance improvement, staff training and prevention activities. 

 

Facilitates statewide initiatives, working with internal and external stakeholders to improve access and quality of healthcare for children and youth with special healthcare needs.

Required Knowledge, Skills, and Abilities:

  • Knowledge of theories and concepts of preventative health care.
  • Ability to communicate effectively verbally and in writing. 
  • Ability to plan, organize and coordinate work assignments. 
  • Ability to collect and organize data.
  • Ability to access information from computer data systems and web sites.
  • Ability to use a computer for word processing, spread sheets and database applications. 
  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency.  Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

 

Qualifications:

  • Pediatric Nursing or Public Health Nursing Experience
  • Must be licensed as a Registered Nurse in the state of Florida.  Florida Statutes Reference: 464, F.S. Valid Florida Driver’s License.

 

Preferred Qualifications:

  • Bachelor of Nursing Degree or higher
  • 3-5 Years Nursing Experience
  • Program Implementation/Monitoring Experience
  • Contract Management Experience
