POSITION DESCRIPTION: Performs engineering reviews and evaluations, of project plans at various stages of development to ensure that bicycle, pedestrian, and transit facilities are effectively designed, integrated and implemented in accordance with current design criteria, policy, and standards; unless best practices and engineering judgment determines agreeable solutions that are consistent with applicable bicycle, pedestrian, and transit plans.

 

Participates and represents the department in meetings of Metropolitan Planning Organization's (MPOs), Bicycle and Pedestrian Advisory Committees (BPAC), and other meetings, as necessary. Participates in an advisory role in the development of MPO or local bicycle and pedestrian engineering plans, audits and/or planning studies. Maintains effective relationships with local governments to develop, maintain, and update a District multimodal network. Recommends new bicycle/pedestrian facilities to Management/Work Program that identify existing and proposed bicycle pedestrian facilities along the State Highway System.

 

Participates in the project planning activities to ensure that bicycle, pedestrian, and transit facilities are considered in the project concepts. This includes the review of Project Development & Environmental (PD&E) plans, design scope of work, traffic study concepts/scopes, signalization and lighting plans, intersection improvements, as well as application for funds that involve bicycle, pedestrian, and transit facilities. Serves as the District Liaison for Context Classification which is digitally signed for concurrence during the design of typical section packages. Provides technical expertise, guidance, and recommendations regarding design submittals during the design typical section meetings. Serves as the primary contact and facilitator for implementation of Complete Streets. Attends District multidisciplinary meetings for Complete Streets such as attendance at MPO Complete Streets Advisory Committee (CSAC) meetings, District Lane Repurposing Meetings, Target Speed Consideration, and provides design technical guidance for Complete Streets implementation. Reports opportunities and challenges to District leadership. Maintains close working relationship and collaboration with the Statewide Bicycle, Pedestrian and Complete Streets Program Manager.

 

Provides technical assistance and disseminates information related to planning and design of bicycle/pedestrian facilities for Department staff, consultants, local governments, and the public. This includes the annual identification, promotion, and scheduling of approved bicycle/pedestrian training classes and events in coordination with the District Training and Performance Manager. Provides technical guidance to District management and staff, consultants and local government on context classification, urban redevelopment, and project scoping in support of Complete Streets. Provides technical guidance relating to current design criteria for local/regional/MPO planning with FDOT Complete Streets approach. Interprets and applies Florida Department of Transportation (FDOT) Design Manual, Florida Greenbook, Countywide Complete Streets Guidelines, and other nationally recognized guidance.

 

Coordinates with the Traffic Operations Office's Bicycle/Pedestrian Safety Specialist and assists in the identification and programming of bicycle/pedestrian safety projects. Coordinates with the Modal Development's Transportation Demand Management Coordinator, Traffic Operations Office's Bicycle/Pedestrian Safety Specialist, and the Community Traffic Safety Team (CTST) Project Manager to implement the Alert/Alive campaign. Provides public outreach in communicating engineering support data and analysis to build public consensus and awareness of bicycle and pedestrian issues. Assists the District Title VI Coordinator in monitoring and reporting the Department’s compliance with Title VI and related statutes.

 

Manages districtwide consultants’ work regarding developing scopes of services, Task Work Orders (TWOs), and reviewing and approving deliverables including quality control. Coordinates research projects and uses consultant funding through TWOs to plan and develop bicycle and pedestrian projects. Processes and approves consultant progress reports and invoices. Reviews permit applications on an as needed basis. Assists area Operations Center with the review of permits and makes recommendations to ensure compliance with State and Federal requirements related to bicycle and pedestrian safety.

 

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Urban Planning and Design concepts that complement and encourage bicycle, pedestrian and transit travel modes; Knowledge of project management, scheduling, and budgeting tasks for projects; Skilled in communicating technical information verbally in public and in writing; Skilled at reading and interpreting transportation design plans; Ability to identify bicycle and pedestrian violations, determine countermeasures, and select an action plan or project plan to mitigate or alleviate issues; Ability to analyze and interpret data to solve technical problems; Ability to establish and maintain effective working relationships; Ability to manage consultants' work.

 

OTHER JOB RELATED REQUIREMENTS: This position is responsible for adhering to the provisions and requirements of Section 215.422 F.S. related to State Comptroller’s rules and Department of Transportation’s invoice processing and warrant distribution procedures.

 

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university with a major in engineering and 2 years of professional experience in the field of transportation, planning, public administration, engineering or logistics to which the position is assigned; or Registration as a Professional Engineer in accordance with Florida Statute 471. A master’s degree from an accredited college or university in engineering or transportation can substitute for one year of the required experience. Professional or nonprofessional experience (including internships or co-ops) as described above can substitute on a year-for-year basis for the required college education.
