Engineering Services Coordinator / District Four / Transportation Development / Program Management / Program Administration/Local Agency Programs

 

This position will support the District Development Division by managing and overseeing professional professional and contractual service agreements, which are essential to advancing various phases of project development and delivery.

Annual Salary Range:

$57,040.98 - $73,817.74

 

 A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Plans, analyzes, coordinates and/or evaluates contract administration activities providing engineering services in support to various Department’s professional and technical staff. Serves as the Contract Manager for complex professional services and other contractual services task driven contracts. Duties include coordinating with consultants, monitor contract time and funding, timely execution of task work orders and letters of authorizations, coordinate with project managers on appropriately approved staff hours for each task and activity, verify appropriate salary rates and job classifications/items coordinate funding needs with the Work Program and the Comptroller office ensuring projects are properly job cost accounted and authorized. Encumber funds, ensuring correct pay status. Enter consultant grades in the Consultant Evaluation system (with input of professional/technical project managers). Manages the application used to transmit requests for amendments and task work orders. Coordinates workload and expedites requests as needed. Tracks the lockdown plan for timely execution of monthly commitments. Maintain and ensure records for task work orders, letters of authorization and other related contractual documentation are accurate and organized. Evaluate the need to amend task driven contracts. Has invoice/Warrant processing responsibility.

 

Coordinate with Project Managers on timely approval of progress reports. Monitor the Consultant Invoice Transmittal System (CITS) to track and approve invoices. Support project managers in reviewing, analyzing, and coordinating complex amendment requests for professional services and contractual services contracts. This includes supplemental amendments, time extensions, addition of sub-consultants, job classifications, contract close-outs, etc. Coordinate appropriate funding with the Work Program office, including Authorization Requests. Route amendment request form and related documents to appropriate offices for approval.

 

Upload executed documents into Florida Accountability Contract Tracking System (FACTS). Supports and coordinates the Technical Review Committee (TRC) members in preparing memoranda and other documents as required. Assists project managers in preparing justifications of outstanding encumbrances that are five (5) years or older, and justifications of encumbrances that have had no activity for over two years. Develop and implement recommendations to management regarding process improvements to enhance coordination, efficiency and effectiveness of contract management and support functions for project specific contracts and task driven contracts.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Application of laws, precedents, governmental regulations, and agency rules pertaining to contract acquisition and contracts administration

 

Skilled in:

  • The use of computer-based spreadsheets, databases, and work processing applications
  • Reviewing documents for accuracy and completeness
  • problem-solving techniques

 

Ability to:

  • Plan, develop and coordinate assignments
  • Communicate effectively and appropriately both verbally and in writing
  • Work independently, organize and prioritize assignments
  • Research and analyze data
  • Establish and maintain effective working relationships

Minimum Qualifications:

  • A high school diploma or its equivalent and five (5) years of relevant experience in contract administration, contract procurement, finance, economics, public administration, business administration, urban planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development.  A bachelor's degree from an accredited college or univeristy can substitute for four (4) years of the required experience.
