POSITION DESCRIPTION: Plans, analyzes, coordinates and/or evaluates contract administration tasks providing engineering services support to Traffic Operations. Such duties include, but are not limited to, issuing Notice To Proceed (NTP) and Basic Service Work Orders, obtaining amendments and supplements, securing fee proposals and issuing Letters of Authorization to consultants; ensuring accuracy of Contract Invoice Transmittal (CIT) packages and Consultant Invoice Tracking System (CITS) submittals; tracking consultant grading for timeliness; ensuring adequate and timely funding for all work performed under the contracts; input agreements and amendments into Florida Accountability Contract Tracking System (FACTS).
Serves as the Project Manager for appropriate district-wide contracts/Joint Participation Agreements/etc., with duties restricted to administrative engineering services support of professional/technical employees utilizing the consultant. Duties include, but are not limited to: encumbrance of funds, ensuring correct pay status, tracking budget/expenditures, and consultant grading (with input of professional/technical project managers). Has vendor invoice/warrant processing responsibility.
Acquire commodities and contractual services under bid threshold through informal quote, proposal, and single source processes through the state’s eProcurement system MyFloridaMarketPlace (MFMP) and financial management service (FMS). Acts as a P-Card "Card Holder" for the unit and acts as "Requestor" on the State E-Procurement System Program and Financial Management Service (FMS). Input into systems on a daily basis or as necessary to achieve compliance with purchasing rules and procedures. Obtains competitive quotes/proposals as requested, either by telephone or in writing. Receives records and unpacks a variety of store items. Checks incoming materials for quantity and quality against purchase orders and/or invoices and place them in proper storage area.
Prepares, reviews and processes purchase orders/direct orders using Ariba system and/or Purchasing Card. Responsible for the timely and accurate processing of vendor invoices and warrants for the payment of services rendered. Prepares and processes fiscal paperwork, i.e. Utility Invoice Transmittals, Contract Invoice Transmittals, Requisitions, Local Purchase Orders, travel forms, Individual Reimbursement Vouchers according to established procedures. Receives and submits invoices for payments meeting state determined purchasing guidelines.
Assists project managers in preparing justifications of outstanding encumbrances in reports provided by the Financial Services Office and the Roll Forward / Certified Forward reports prepared by the Work Program Office. Monitors Consultant Acquisition Plan making sure commitments are met.
Develops and implements recommendations to management regarding process changes to enhance the coordination, efficiency, and effectiveness of the total contracting function from the perspective of both individual projects and district-wide/general consultant contracts.
Assists in the development, review, and distribution of the tentative work program by updating project data including descriptions, phase amounts, estimates and funds. Reviews fund balances, compiles necessary data, researches projects, and maintains records related to the Tentative Work Program. In conjunction with Work Program staff, performs multi-year Work Program analysis and regular performance reporting to ensure that programs are balanced with Schedule A allocations and Schedule B targets.
Assists Project Managers with consultant selection process. Such duties include scheduling, supporting, and coordinating the efforts of the Technical Review Committee, preparing memoranda, and ensuring the consistency of contract items.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge and application of laws, precedents, governmental regulations, and agency rules pertaining to contract acquisition and contracts administration. Skilled in finding information and identifying that which is essential. Ability to make changes that may be required to achieve a goal. Ability to structure or classify multiple pieces of information. Skilled in using logic and analysis to identify the strengths and weaknesses of different approaches. Ability to solve problems and make decisions. Knowledge of principles and processes involved in business and organizational planning, coordination, and execution. Ability to communicate effectively with others in writing as well as verbally, as indicated by the needs of the audience. Knowledge of statewide applications used to obtain information regarding contracts and funds. Ability to operate a personal computer, ie, word processing, spreadsheets, mainframe programs, etc. Ability to manage multiple priorities to achieve planned goals. Ability to establish and maintain effective working relationships.
MINIMUM QUALIFICATIONS: An Associates’ degree from an accredited college or university and three years of relevant employment experience or a Bachelor’s degree from an accredited college or university and one year of relevant employment experience. Postgraduate education from an accredited college or university may be substituted for relevant employment experience on a year-per-year basis. Relevant experience, such as Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education.
