Environmental Permits Coordinator – District Four / Transportation Development / Drainage Design

 

This position will obtain environmental and regulatory permits for all transportation projects.

Annual Salary Range:

$64,783.88 - $83,837.97 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 

Your Specific Responsibilities:

Obtain environmental and regulatory permits for all transportation projects.  Determine which transportation projects require permits.  Apply thorough knowledge of federal, state, and regional regulatory agency permitting rules, and regulations.  Serve as the liaison between the department and agents of the regulatory agencies.  Determine which regulatory agencies will exert jurisdiction, what type of permit will be required from those agencies, and what criteria will have to be met to obtain those permits.  Assist in preparation of in-house permit applications and submit all necessary information to those regulatory agencies in order to acquire appropriate permits.  Direct, oversee and coordinate the environmental permitting and mitigation program.

Prepare scope and staff hour estimates for environmental permitting and assist with negotiations with consultants. Assist in the selection process of consultants or contractors either as a Technical Review Committee (TRC) member or an advisor. Review reports, plans and other documents prepared by consultants and in-house staff for accuracy and completeness.  Verify proposed mitigation calculations are accurate. Review construction plans and environmental permit applications for consistency with department standards and applicable agency criteria and provides written comments.  Represent the Department at internal and external meetings. Assist in managing districtwide consultant contracts relevant to permitting and permit compliance.

Coordinate mitigation program activities as required by Chapter 373.4137, F.S. Prepare annual wetland impact inventories and quarterly reconciliation reports as required and provides copies for Central Office.  Attend joint agency meetings on potential mitigation sites.  Negotiate mitigation site monitoring requirements with agencies.  Review work program to ensure mitigation requirements are adequately funded in the correct fiscal year.  Track payment of mitigation to Water Management Districts or private mitigation banks.  Track permit application fees and approves fees in the state payment system.  Prepare invitations to bid for the purchase of mitigation credits.  Track purchased credits from mitigation banks using spreadsheets.  Review approved permits for required mitigation credits and submit required proof of mitigation purchase letters.

Review current and proposed federal, state and local regulations involving water quality, wetland mitigation, and protected species as they are applicable to the district’s work program. Provide direction and guidance to department disciplines regarding environmental permit regulations.

Provides proactive support and expertise to the Efficient Transportation Decision Making process (ETDM) and ETDM Coordinator as required. Provides recommendations on environmental aspects during the Project Development & Environment (PD & E) process, ETDM process and design phases on multiple types of transportation projects.

Perform jurisdictional determinations and protected species surveys and establishes jurisdictional boundaries of wetlands and other surface waters in accordance with agency requirements.  Prepare maps showing jurisdictional boundaries for surveyor.  Coordinate and participate in meetings and field reviews with environmental permit agencies.  Conduct informal consultation for protected species, biological opinions, wetland jurisdictional determinations and mitigation activities as required by applicable federal, state, and local laws or regulations.  Prepare relevant portions of environmental permit applications.  Acquire, verify and present data pertinent to environmental permitting.  Assess current and proposed conditions and functions of the environmental features of impacted wetlands.  Prepare appropriate agency wetland data forms and impact tables. Oversee the Gopher Tortoise Permit Program and programs related to other species that are required to obtain permits.

Serve as the production representative/coordinator for the National Pollutant Discharge Elimination System (NPDES) and Total Maximum Daily Load (TMDL) programs.

Monitor construction activities to ensure that environmental permit commitments are being implemented.  Assist with resolving problems encountered by project personnel in achieving compliance with mandates and develop corrective action plans for deficiencies identified through regulatory inspections, audits, and/or other means.

Serve on local and statewide task teams, whether internal or external, as assigned and provide relevant feedback.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • environmental laws, regulations, and permitting process for federal, state and local agencies.
  • fundamental hydrologic engineering principles, practices and computations.
  • environmental principles (wetlands, endangered species, secondary and cumulative impacts).
  • general engineering practices and Florida Department of Transportation (FDOT) design criteria.
  • FDOT operation and production processes. Knowledge of contractual procedures.
  • Computer Aided Drafting Design (CADD) systems used by FDOT.

 

Skilled in:

  • developing appropriate information to satisfy permitting requirements.
  • interpreting maps, aerials and construction plans.
  • calculating species mitigation requirements.
  • negotiating both internally and externally with other agencies.
  • managing multiple tasks and meeting deadlines.
  • using computer applications including word processing, spreadsheet, database and email applications.

 

Ability to:

Minimum Qualifications:

A high school diploma or its equivalent and four years of continous employment experience. Post-secondary education can substitute for the required years of experience on a year-for-year basis.
