Environmental Supervisor II – District Four / Transportation Development / Planning & Environmental Management
This position will be responsible for overseeing environmental impact analysis ensuring environmental certification of transportation improvement projects.

Your Specific Responsibilities:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, layoff, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks.
Represents the District in the development and implementation of a District or Statewide Environmental Resource Program. Works independently managing issues relating to at least two resource areas of the National Environmental Policy Act (NEPA) representing the District on matters concerning the resource and agency coordination. Serves as Expert Witness representing the District. Coordinate and/or assists in the development of environmental program policy and/or rule making. Responsible for maintaining District environmental resource tracking databases for use as it relates to resource agency requirements. Reviews and ensure documentation processes and preparation are in accordance with the PD&E Manual guidelines and other Florida Department of Transportation (FDOT) policies. Coordinates with general public, governmental agencies and special interest groups by attending and participating in Public Hearings, Public Workshops and coordination meetings. Prepares or oversees preparation of project related interagency correspondence.
Ensures the quality of the Environmental Impact Assessment and documentation for Project Development and Environment (PD&E) studies. Ensures documentation processes and preparation are in accordance with PD&E Manual guidelines and other Florida Department of Transportation (FDOT) policies. Reviews and edit written documentation and correspondence prepared by staff. Assists the District Environmental Manager in coordination of PD&E projects and Final Design plans review program, including assessment of Re-evaluation needs, by assigning or assisting the Environmental Specialist position(s). Reviews 5 Year Work Program and assign staff to projects. Reviews staff Phase Review comments and participates in monthly Production meeting.
Conducts environmental project management and coordination for consultant contracts by preparing or reviewing Advertisements and Scope of Services. Reviews Consultant Technical Proposals. Serves as a member of Technical Review Committee to evaluate technical proposals for contractual services. Prepares or review Staff Hour Estimates for consultant negotiation. Assists in the consultant negotiation process. Manages a Districtwide environmental resource services contract by controlling, assigning and executing contract work in accordance with prioritized Production, Construction and Maintenance needs and schedules. Prepares and maintains contract and project budgets. Prepares Task Work Orders. Prepares invoices. Attends and participates in consultant coordination meetings. Evaluates consultant performance on contracts.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- federal, state, and local environmental regulatory agencies and their jurisdiction.
- principles, practices, laws and regulations governing the National Environmental Policy Act (NEPA) process.
Skilled in:
- public speaking, written and verbal communications.
- working with the public, consultants, government officials, regulatory agencies and internal stakeholders to maintain effective working relationships.
- managing multiple priorities and making timely decisions.
- preparing and reviewing technical environmental resource reports.
Ability to:
- review and interpret technical data.
- supervise people.
- plan, organize and coordinate work assignments.
- manage a contract, monitor and assess the performance of consultants.
