The Work You Will Do:
Estimates Coordinator – District Four / Transportation Development / Program Management – Specifications
This position will establish or update construction cost estimates on all projects including complex and/or specialized projects in the Department’s Work Program utilizing the Long-Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System. This position will also prepare authorization and official cost estimates on all projects including complex and/or specialized projects utilizing the Design Quantities & Estimates (DQE) System to establish pay item unit prices.

Annual Salary Range:
$56,032.49 - $72,512.63
A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
Your Specific Responsibilities:
Establish or update construction cost estimates on all projects including complex and/or specialized projects in the Department’s Work Program utilizing the Long-Range Estimating (LRE) System or Design Quantities & Estimates (DQE) System. This requires obtaining the latest scope of work for the project and determining unit prices based on the latest cost data and trends available. Coordinate with Work Program and other departments during development of the construction cost estimate. Provide updated construction cost estimates on all projects in the 5-year Work Program for the annual review. Address projects not meeting work program criteria.
Prepare authorization and official cost estimates on all projects including complex and/or specialized projects utilizing the Design Quantities & Estimates (DQE) System to establish pay item unit prices. This requires a highly technical evaluation of construction plans, specifications, assessment of historical bid prices, knowledge of geographic pricing fluctuations, understanding of bidding competition in the project area and other related impacts to construction cost. Adjust unit prices as necessary based on these factors. Post authorization estimate to Central Office’s server and timely transfer control of proposals and projects to Central Office (CO) for class 1 construction contracts.
Prepare post-bid evaluations on all projects including complex and/or specialized projects for District projects identified on the contract bid review list. Run the unbalanced items report, notice to contractor form and prepare other contract bid review documents necessary in accordance with Department procedures. Obtain completed and signed documents, as required by procedure, from the appropriate personnel and/or low bid contractor. Assist with determining root cause(s) of major differences between the contractor's bid and the Department's estimate that will justify award or rejection of the contract.
Administer the LRE System, and Design Quantities & Estimates (DQE) System, Designer Interface Program and the AASHTO Preconstruction web-based system (estimates related functions) in the District. Coordinate with CO Estimates on application issues and recommended enhancements. Provide access for these applications to Department and/or consultant personnel that meet security criteria.
Coordinate and provide current and new pay item numbers, as needed, for Department designers, consultant designers, and utility owners. Coordinate with CO Estimates on pay item requests and resolve pay item issues on projects. Provide training in the use of the Basis of Estimates Manual for Department and consultant personnel as needed.
Provide construction cost estimating support for various offices in the District and other activities such as Value Engineering Studies, Risk Analysis Workshops, etc., as needed. Perform cost comparisons for alternate methods of construction. Prepare various reports and correspondence as required. Provide current State and District construction cost information to various offices, county officials and private consultant firms, as needed.
Review and provide recommendations for improving the quality and accuracy of construction cost estimates. Assist with quality assurance reviews conducted periodically by CO.
Provide District Contracts Office with contract class breakouts for District Let contracts. Review cost estimates on joint project agreements with utility owners. Review Maintenance projects cost estimates as needed.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Minimum Qualifications:
- A high school diploma or its equivalent and three years of relevant employment experience. Post-secondary education can substitute for the required years of experience on a year-for-year basis.
