The Work You Will Do:
Federal Aid Program Coordinator/District Four Transportation Development/Program Management/Work Program
This position will be responsible for serving as an advisor for planning, analyzing, balancing, coordinating and authorizing federally funded projects within the District's Work Program in accordance with the appropriate Federal Transportation Act, section 339.135, F.S., and the Work Program Instructions.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
Your Specific Responsibilities:
Serves as the principal staff advisor for planning, analyzing, balancing, coordinating and authorizing federally funded projects within the District’s Work Program in accordance with the appropriate Federal Transportation Act section 339.135, F.S., and the Work Program Instructions. Responsible for serving as an advisor, analyst and planner in conducting research analysis and various management reports related to the Work Program for the District Work Program Administrator, District Secretary, Directors and other areas within the agency.
Manage all federal programs, including any requests or issues that arise. These programs include all District and statewide managed federal funds distributed through the Federal Transportation Act, any awarded Federal Discretionary Earmark funds, any other special federal program funds and any current year federal fund programing issues. Monitor the Work Program to ensure appropriate federal funds are assigned to eligible projects and all phases of work are correctly programmed prior to initiating authorization requests.
Monitor the status of cost estimates, supplemental agreements and various federal billing reports as required to ensure problems are identified and corrections are promptly made. Analyze the District Work Program to ensure federally funded projects are scheduled in accordance with the assumptions in the Annual Federal Obligation Plan (Obligation Authority – OA) and the Advance Construction (AC) plan, and maximize the OA plan through strategic use of revolving AC funding. Maximize use of federal fund programming on projects in current and future years to maximize use of federal funds.
Monitor and provide guidance for the State Transportation Improvement Plan (STIP) and the Metropolitan/Transportation Planning Organization’s (MPO/TPO), Transportation Improvement Plan (TIP) to ensure information is accurate and ready for federal project authorization, Coordinate the processing of TIP and STIP amendments with MPO/TPO liaisons as needed.
Research and analyze federally funded projects for costs overruns in excess of project agreements, projects inactive for six months or more, and monitor other applicable reports to ensure all eligible costs are promptly billed. Ensure excess federal obligations on ongoing and completed projects are promptly deobligated for use on other projects and request modifications of project agreements.
Ensure timely processing of necessary documents to authorize federal project phases and to ensure the timely processing of those projects. Facilitate coordination with the Central Federal Aid Programs Office and the Federal Highway Administration (FHWA) to resolve issues and improve efficiency of the federal aid process. Ensure timely processing and authorization of federal earmark and other special federal program projects and monitor the status of these projects through completion or closing.
Monitor the use of federal funds attributable to urban areas to ensure that mandatory obligating authority percentages are met in accordance with the appropriate Federal Transportation Act. Monitor the programming of state and local match requirements to ensure compliance with federal and state requirements and program guidelines.
Act as the primary liaison with the District Emergency Coordination Officer, the Central Federal Aid Programs Office, the Office of the Comptroller (OOC) and the District staff during emergencies and natural disasters to ensure projects in the Federal Emergency Relief Program are promptly and properly programmed in the Financial Management system (FM). Ensure the required federal paperwork is prepared and timely submitted and complete any other actions required to obtain maximum federal participation of emergency projects.
Coordinate with the District Work Program Administrator, OOC, and Central Federal Aid Programs Office in drafting process and procedural documents relating to obligating, monitoring and closing of federally funded projects. Prepare District procedures and provide training as needed. Develop and deliver training to appropriate District personnel and external partners in preparing project authorization documents, requirements for qualifying projects for federal participation, and requirements for final vouchering a federally funded project.
Ensure appropriate documentation is compiled and submitted to the Central Federal Aid Programs Office for projects in or near the final voucher process. Function as the primary District contact for the OOC on projects in the final voucher process to ensure all questions from the OCC are promptly resolved and documentation received.
Act as the primary liaison with the FHWA for audits. Timely prepare documents for review and provide timely responses to any follow-up questions.

Minimum Qualifications:
Seven (7) years of experience in Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development. A bachelor’s degree from an accredited college or university in any of the above-mentioned fields can substitute for four (4) years of the required experience. A master’s degree in any of the above-mentioned fields can substitute for six (6) years of the required experience.
