The Work You Will Do:
Financial Services Analyst - District Four / Transportation Support Office / Financial Services
This position will maintain inventory records of property items, ensure all tangible property items owned by the Department are identified and the costs are reflected accurately in the property accounting system, coordinate and conduct yearly inventory, audit and process purchasing card charges, and assist with audits and processes complex contract payments.

A Competitive Area Differential (CAD) additive in the amount of $1,248.00 will be added to the annual salary.
Your Specific Responsibilities:
Maintaining inventory records of property items as defined as Sections 216.11 Florida Statutes and building owned by the Department and managed by District Four. Assign print Bar Code Decals upon receipt of completed Property Management Report. Update Property Master files in Florida Accounting Information Resource (FLAIR) system for property received, transferred or disposed of by all cost centers. Monitors and update the Property Pending file. Coordinate the District’s Annual Fiscal inventory. Upload scanned inventory to the mainframe. Review and take appropriate action for all items appearing in the Inventory Exception Reports. Compile and review the final inventory Documentation Package and maintain adequate documentation on file.
Ensure the proper accounting of tangible personal property, construction work-in-progress, buildings, building improvements, non-building improvements, and land improvements acquired by the Department and managed the district. Ensure all tangible property items as defined by Section 273 Florida Statutes and buildings owned by the Department are identified and the costs are reflected accurately in the property accounting system.
Coordinate and conduct yearly inventory including scanning of decals, reports of discrepancies, and missing, lost and destroyed items within the timeframe of the procedure. Assist cost centers in the inventory process to assure it meets established deadlines. Maintains property pending file in Florida Accounting Information Resource (FLAIR) for items that need to be assigned to a Non-Highway Fixed Asset (NHFA) number or deleted from files if criteria not met. This file should be cleared up weekly. Assigning NHFA numbers for items that meet criteria upon receipt of Property Management Report (PMR). Make all transfers and corrections to property files.
Coordinate all Contract Funds Management (CFM) activities in a timely manner by updating the status of contracts in CFM verifying that an approved funds encumbrance was received before the execution and/or begin work dates of the contract and that all relative information is correct. Research any problems and take corrective action as necessary.
Audit and process purchasing card charges daily in compliance with Purchasing Card Procedure 350-030-010-f, by verifying and validating approved transactions for payment in the Bank of America Works System and applying credits against the same account code and category.
Receive certifications of surplus property from Unit Custodians and coordinate property disposal for tangible personal property not transferred to other Department of Transportation offices. Maintain property disposition files in accordance with departmental guidelines. Receive Property Management Reports for surplus property and verify and process Certification for Surplus Property. Coordinate with Unit Custodian and surplus warehouse to aid vendors in the donation program for surplus property.
Secure, transmit and deposit receipts to the Cashier’s Office using the Receipt Processing System (RPS) and according to departmental guidelines.
Assist with approving district Florida Accounting Information Resource (FLAIR) users in the AARF (Automated Access Request Form) system. Manage the payment authorizations from cost centers, review proper approvals and segregation of duties as required by internal accounting control procedures.
Assist with audits and processes complex contract payments. This includes tasks such as: reviewing contract payment requests for accuracy, completeness, and compliance with contract terms and Florida Statutes, Florida Administrative Code, directives, policies, procedures and generally accepted accounting principles.
Assist with processing payroll transactions such as terminations, warrant cancellations, salary certification, on demand, leave adjustments and other adjustments. Review Payroll Exception Reports and process corrections as required. Activities are to include, but are not limited to, monitoring and taking appropriate action on all available payroll related reports (i.e. over/under report, missing timesheet report, Leave Without Pay report, etc.). Determine and take the necessary corrective actions. Process Time Sheets and Leave corrections, retroactive pay adjustments and the collection of overpayments. Communicate payroll issues and resolve payroll problems with Central Office and the Bureau of State Payrolls.
Research and resolve payment inquiries from vendors and employees; effectively communicate results to requestors by email as well as by telephone; identify recurring issues and report statistical results to management.

Minimum Qualifications:
Five (5) years of accounting experience. Post-secondary education may substitute for four (4) years of experience on a year-for-year basis.
