Four (4) years of professional experience in financial accounting is required. A post-secondary degree in accounting or a business related may be used as an alternative for the years of experience on a year-for-year basis.
Additional requirement:
- Two (2) years of experience in conducting compliance or financial related audits.
Preferences:
- Experience auditing the financial records of businesses or governmental entities.
- Ability to understand and apply laws, rules, regulations, policies and procedures.
- Ability to multi-task and prioritize work.
- Comfortable making presentations to groups.
Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Must have at least two years of experience in conducting compliance or financial related audits. Must be fully capable of conducting all phases of an audit from the planning stage through report writing with minimal supervision and direction. Ability to understand and apply unclaimed property laws, rules, regulations, policies and procedures. Ability to establish and maintain effective working relationships with auditees and others. Ability to communicate effectively. Ability to plan, organize and coordinate work assignments. Ability to utilize methods of compiling and analyzing data. Ability to recognize the validity, authenticity and propriety of accounting records. Ability to travel is required. Ability to effectively inform and educate business entities of their responsibilities under the Unclaimed Property Laws of Florida, and to get more such holders of unclaimed property to voluntarily comply.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This position has responsibilities involving procedures adopted by the Department and Division. The procedures are part of the internal control structure used to provide reasonable assurance that objectives are met. This position shall use, comply with, and, if needed, improve these controls and procedures in the performance of duties within the Division of Unclaimed Property.
This is a highly responsible professional position that reports to and assists the Compliance Sub-Section Financial Examiner/Analyst Supervisor in administering the audit/outreach program. Extensive knowledge of the unclaimed property statutes, rules and opinions is necessary to perform the duties of this job. Responsibilities include, but are not limited to:
- Conducting independent, complex general ledger/financial audits of business entities located throughout Florida in accordance with the approved audit/examination program and recognized professional standards to ensure compliance with Florida’s Unclaimed Property laws. This requires the exercise of discretion and independent judgment in the application of accounting and auditing concepts and the application of theory and technical skills for auditing or analyzing complex financial statements and exhibits. This includes independently compiling data on unclaimed property from internal and external data and performing analysis to identify potential candidates for audit; independently defining the scope of audit assignments and developing audit plans for assignments; independently preparing and maintaining detailed audit work papers to reflect audit work or analysis; independently preparing audit reports to reflect the results of audit work or analysis and discussing audit findings and recommendations with auditee and agency management; ensuring the auditee properly reports and remits all unclaimed property. Exercising independent judgment when dealing with the auditee and their agents regarding the proper application of Florida’s Unclaimed Property Laws.
- Performing outreach to educate holders of unclaimed property regarding Florida’s Unclaimed Property laws and financial reporting requirements through the use of (but not limited to) direct mail, presentations, conferences, seminars, public speaking, and written materials. These efforts are intended to cause non-compliant holders to comply with the unclaimed property laws and rules.
- Assisting the Financial Examiner/Analyst Supervisor by working on special projects as assigned in a timely and professional manner (i.e. legislation, legal case preparation, assisting during auction events, etc.)
- Performing other related duties assigned.
