The Work You Will Do:

Passenger Operations Specialist III - District Four / Transportation Development / Modal Development / Plans and Programs

This position will oversee the  execution of the Enhanced Mobility of Seniors and Individuals with Disabilities Programs to private non-profit and public agencies for specialized transportation services via coordination with other agencies.

Annual Salary Range:

$54,709.83  - $70,800.96 

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.

 Your Specific Responsibilities:

Oversees the execution of the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Programs to private non-profit and public agencies for specialized transportation services. Coordinates with Metropolitan Planning Organizations (MPOs) and specialized transportation providers in the successful development of transit services. Responsibilities include disseminating program information to specialized transportation agencies, convening and facilitating the regional grant review committee, selecting projects and preparing program of projects for Central Office. Implements projects by conducting vehicle purchasing workshops in coordination with Central Office and the Center for Urban Transportation Research, monitoring of projects, updating program of projects, providing for the annual vehicle inspections to ensure compliance with state preventive maintenance and safety policies, assisting local agencies on the release of vehicle titles that have reached the end of their useful life (coordinating this effort with Central Office) and performing other program administrative and compliance efforts associated with this Federal program. Prepares Program of Projects for Central Office, reviewing Program of Projects with Modal Development's management for approval, coordinating with Work Program Office to include projects in the Department's five-year work program and MPO liaisons to include funded projects in the appropriate MPO Transportation Improvement Programs (TIPs). Managing compliance oversight on all specialized transportation agencies consistent with federal regulations, guidance circulars, state procedures, state guidebooks, and state management plans.

Represents the Department on County Local Coordinating Boards (LCBs) by being well informed of program requirements, issues and opportunities and implementing the Florida Department Transportation (FDOT) procedure as a representative on the LCBs, coordinating FDOT resources with the needs of the LCBs and communicating with management and other Department staff on issues and developments from LCB meetings. Assists the Office of Modal Development (OMD) staff with reviews and provision of technical assistance relating to the Transportation Development (TD) Program involving local government comprehensive plans and MPOs products and processes. Provides technical assistance to community transportation coordinators and specialized transportation agencies directly or through consultants.

Utilizes Transit Comprehensive Improvement Program (TransClP), a Web-based grant system, for collecting grant applications, reviewing, selecting, and administering grant projects. Generates reports for OMD management and Central Office. Assists with representing OMD on statewide user group and making improvements to TransClP.

 The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 Knowledge of:

·         Grant programs and transportation plans.

·         Numbers, their operations, and interrelationships including the following: arithmetic, algebra, geometry, calculus, statistics and their applications.

 

Ability to:

·         Work in teams and partnerships to achieve objectives.

·         Prepare and administer grant contracts and consultant work orders.

·         Use logic and analysis to identify strengths and weaknesses of different approaches and evaluating efforts.

·         Communicate complex technical information.

·         Plan, organize, and coordinate work assignments.

·         Interpret and apply transportation regulations.

 Minimum Qualifications:

·          Four (4) years of experience in the filed of transportation, planning, public administration, engineering, or logistics. A bachelor’s degree from an accredited college or university may substitute for four (4) years of the required experience.
